Bhubaneswar, Feb 20 (NationPress) The Leader of Opposition and president of the Biju Janata Dal (BJD), Naveen Patnaik, criticized the state budget presented in the assembly on Friday by Chief Minister Mohan Charan Majhi, describing it as a ‘full menu in an empty kitchen.’
Addressing the media outside the assembly, the former Chief Minister remarked, “What can I say about this budget? It feels to me like a full menu in an empty kitchen.”
In the meantime, senior BJD leader Dibya Shankar Mishra condemned the Odisha Budget 2026-27, asserting that it lacks new policy directions, financial transparency, and effective strategies for employment creation in Odisha.
Mishra noted that although the budget speech extended for nearly two hours, it failed to unveil any substantial new initiatives for the state's populace.
The BJD MLA further alleged that multiple schemes outlined in the budget lack clear financial allocations and execution plans.
He claimed there are no special or impactful measures directed towards women, social development, or vulnerable communities.
“Most of the plans and programs elaborated in the budget lack financial provisions. That’s the gravest issue. There are no special benefit schemes for the SC and ST communities, who are among the most disadvantaged in society. For women’s empowerment, aside from direct benefit schemes, no substantial actions have been taken. Additionally, there are no new initiatives for employment generation in the state,” Mishra alleged.
The opposition party, Congress, also voiced criticism of the annual state budget for 2026-27, expressing concerns about the escalating loan burden and the government’s inability to fully utilize funds allocated in the previous budget.
“You cannot inflate the size of an empty budget. A government that has managed to spend only 57 percent of its total expenditure within the first ten months of the current financial year should not take pride in allocating over Rs. 20,000 crore for the upcoming financial year. The budget is vast like an elephant but the spending is akin to that of a mosquito,” stated Bhakta Charan Das, President of the Odisha Pradesh Congress Committee (OPCC).
Labeling the state government as ineffective and the 2026-27 budget as disappointing, the OPCC president questioned the safety of citizens under a government that has increased the state’s debt to Rs. 91,000 crore in merely two budget cycles.
