New Delhi, July 20 (NationPress) Union Minister of Parliamentary Affairs Kiren Rijiju stated on Sunday that Prime Minister Narendra Modi is among those with the highest attendance in Parliament, making it a priority to attend sessions unless he is engaged in significant events in a state or is overseas.
During a press briefing following an all-party meeting aimed at preparing for the upcoming Monsoon Session of Parliament, the Minister criticized the Opposition for attempting to create undue controversy regarding PM Modi's attendance during parliamentary sessions.
“Demanding PM Modi's presence at all times, particularly against established conventions, is unjust,” he remarked, condemning attempts to target the Prime Minister while overlooking the standard procedures governing parliamentary proceedings.
Rijiju emphasized, “Whenever questions pertinent to PM Modi's ministry arise during Question Hour, he is present. He has not once missed any proceedings.”
“In Parliament, the Cabinet operates under collective responsibility. The relevant Cabinet minister is always present during Question Hour,” he noted.
As per established conventions, the minister responsible for the department related to a question must be present in the House, in addition to at least one Cabinet Minister and two Ministers of State always being available in Parliament,” he clarified.
Earlier, he mentioned that the government is entirely prepared to deliberate on significant national issues and pending legislation during the Monsoon Session, adhering to established norms and practices.
After leading the all-party meeting ahead of the session, he expressed a desire for the Opposition to contribute positively to the efficient functioning of both Houses.
Rijiju stated, “Leaders from all political parties shared their priorities, which we acknowledged. The government proposed enhanced coordination between the treasury benches and the Opposition.”
Speaking to reporters outside the Main Committee Room at the Parliament House Annexe, Rijiju asserted, “The smooth operation of Parliament is a shared responsibility between the government and the Opposition.”
Members from smaller parties, who often feel they lack sufficient speaking time in the House, raised their concerns, and “we will strive to address their issues,” he assured.
This pre-session meeting aimed to foster collaboration and coordination among all political factions to ensure the productive functioning of both Houses, Lok Sabha and Rajya Sabha, during the forthcoming session.
During the meeting attended by 51 floor leaders from all significant political parties, the government outlined its legislative agenda and sought agreement on critical issues to be addressed during the session.
According to official sources, the Monsoon Session is set to take place from July 21 to August 21, featuring 21 sittings, with no meetings scheduled between August 12 and August 18.
Earlier speaking to the media, Minister Rijiju reiterated that the government is fully equipped to discuss vital national matters and outstanding legislation.
“Parliament is on the brink of commencing. We will address any issues raised. I had a productive meeting with Kharge ji and Rahul ji yesterday. I maintain regular communication with leaders from other opposition parties. As the parliamentary minister, it is my duty to ensure coordination with everyone,” he remarked.
Among the crucial bills anticipated to be taken up during this session are the Jan Vishwas (Amendment of Provisions) Bill, 2025, the National Sports Governance Bill, 2025, and the Merchant Shipping Bill, 2024.
