A bench led by Chief Justice of India (CJI) Surya Kant confirmed that a Madhyamik (Class 10) admit card can be accepted in conjunction with the pass certificate for verification.
This bench, including Justices Joymalya Bagchi and Vipul M. Pancholi, issued additional clarifications following a detailed order from Tuesday, after senior advocate Dama Seshadri Naidu, representing the Election Commission of India (ECI), raised the matter.
The apex court instructed that all documents mentioned in paragraph 3(iii) of the February 24 directive—received on or before February 14 but not yet uploaded—must be submitted to the presiding judicial officers promptly.
"As a continuation of the order dated 24.02.2026, it is further clarified that all documents referenced in para 3(iii) of the order dated 24.02.2026, which remain unuploaded and were received by 14.02.2026, must be presented to the Presiding Judicial Officers by the respective EROs/AEROs by tomorrow, February 26, 2026, by 5:00 P.M.," the CJI-led Bench affirmed.
In defining the documents suitable for verifying voters categorized under the "logical discrepancy/unmapped category," the order specified: "Para 3(iii)(c) of the order dated 24.02.2026 is clarified to state that the Madhyamik (Class-10) Admit Card can be used along with the Madhyamik Pass Certificate for confirming a candidate's date of birth and parentage."
The recent instructions follow a day after the Supreme Court, exercising its authority under Article 142 of the Constitution, permitted the Chief Justice of the Calcutta High Court to appoint additional judicial officers, including Civil Judges (Senior Division) and Civil Judges (Junior Division) with a minimum of three years’ experience, to expedite the resolution of approximately 50 lakh claims and objections arising from the SIR process.
The Supreme Court also authorized the Calcutta High Court to enlist assistance from the High Courts of Jharkhand and Orissa, noting that while the deadline for final electoral roll publication is set for February 28, the ECI may issue supplementary lists if all cases are not verified by that date.
Furthermore, it declared that voters included in any supplementary lists "shall be considered part of the final list published on 28.02.2026."
