Karnataka Chief Minister D.K. Shivakumar on Thursday, 11 June held his first meeting with Prime Minister Narendra Modi in New Delhi since assuming office, pressing the Centre for greater support on infrastructure expansion, investment attraction, urban mobility, irrigation, and welfare programmes. The meeting marks a significant diplomatic outreach by the state government at a time when Shivakumar has been vocal about what he describes as the Centre's inadequate financial support to Karnataka.

What Was Discussed

According to Shivakumar, the discussions spanned Karnataka's key development priorities — including infrastructure projects, urban mobility initiatives, irrigation schemes, innovation, and social welfare programmes. He described the meeting as constructive and underscored Karnataka's role as a major economic engine for the country.

Shivakumar also presented Prime Minister Modi with a wooden carved statue of Basavanna, the 12th-century social reformer revered across Karnataka, in a gesture widely read as both cultural and diplomatic.

The Cooperative Federalism Pitch

The Chief Minister said he expressed his willingness to work closely with the Union government in the spirit of cooperative federalism. 'Karnataka has always been a key contributor to India's growth story, and we remain committed to strengthening that role,' Shivakumar said after the meeting. He added that stronger coordination between the Centre and the state would help expedite projects, attract investments, and fulfil the aspirations of Karnataka's people.

Notably, the tone of Thursday's meeting stands in contrast to Shivakumar's frequent public criticism of the Centre. He has repeatedly accused the Union government of shortchanging Karnataka on tax devolution, drought-relief funds, and central contributions to infrastructure. He has also accused the Centre of contributing minimally to critical projects such as the Namma Metro Yellow Line in Bengaluru.

Pending Bengaluru Proposals

Shivakumar has previously urged Union Housing and Urban Affairs Minister Manohar Lal to fast-track approvals for more than ₹13,500 crore in pending development proposals for Bengaluru. It is understood that these pending clearances formed part of the agenda for Thursday's engagement with the Prime Minister, though neither side released a detailed joint statement.

Congress Leadership Meetings

A day earlier, on Wednesday, Shivakumar called on senior Congress leaders at 10 Janpath in New Delhi — his first visit to the Congress president's residence since taking charge as Chief Minister. He met Sonia Gandhi, Leader of the Opposition in the Lok Sabha Rahul Gandhi, and Congress General Secretary Priyanka Gandhi Vadra. Sources said the discussions covered governance matters as well as organisational and political issues concerning Karnataka and the party's future plans.

Shivakumar also visited the offices of the National Mahila Congress, the Indian Youth Congress, and the National Students' Union of India (NSUI) during his Delhi visit, meeting office-bearers and state unit leaders at each stop.

The meeting with the Prime Minister signals that Shivakumar is pursuing a twin-track strategy — maintaining pressure on the Centre through public statements while simultaneously engaging at the highest levels to unlock project approvals and funds. Whether the Centre responds with concrete commitments on the pending ₹13,500 crore Bengaluru proposals and the Namma Metro Yellow Line funding will be the near-term test of this outreach.
