Key Takeaways
Hyderabad, April 19 (NationPress) The Chief Minister of Telangana, A. Revanth Reddy, met with Governor Shiv Pratap Shukla on Sunday to urge him to expedite the approval of the outstanding nominations for Minorities Welfare Minister Mohammed Azharuddin and M. Kodandaram to the Telangana Legislative Council.
Joined by Legislative Affairs Minister D. Sridhar Babu and Rajya Sabha MP Vem Narender Reddy, the Chief Minister visited the Governor at Lok Bhavan and sought clearance for the nominations under the Governor’s quota.
This meeting occurred just a day after Chief Secretary K. Ramakrishna Rao and Advocate General A. Sudarshan Reddy also met with the Governor.
According to officials at Lok Bhavan, they deliberated on various administrative and legal issues concerning the state.
It has been nearly six months since Azharuddin assumed his ministerial role, yet he remains outside the Legislative Assembly or Council.
Having taken his oath as a minister on October 31, 2025, Azharuddin must secure election to either the Assembly or Council by April 30 in order to retain his Cabinet position.
The Telangana Cabinet had put forth the names of both Azharuddin and Kodandaram for nomination to the Council under the Governor’s quota on August 30, 2025. However, the Governor has yet to sign off on the file.
Just last month, the Chief Minister expressed optimism regarding the Governor's approval for the nominations of both Azharuddin and Kodandaram.
He highlighted that the Supreme Court recently indicated it had no objections in this regard, allowing the state government to pursue the matter with the Governor for resolution.
The Cabinet's decision to nominate Azharuddin, a former Indian cricket captain, along with Kodandaram as MLCs under the Governor’s quota in August last year followed a Supreme Court stay on the appointments of Kodandaram and Amer Ali Khan as MLCs under this same quota.
Both Kodandaram and Amer Ali Khan were officially recognized as MLCs in 2024, but the Supreme Court intervened following a petition from Bharat Rashtra Samithi (BRS) leaders Dasoju Sravan and Kurra Satyanarayana, who contested the state government's nominations.
The petitioners argued that the appointments contravened the Supreme Court's interim rulings.
The Supreme Court asserted that the swearing-in after the interim orders was inappropriate and clarified that any appointments made under the Governor’s quota would hinge on the ongoing legal proceedings.
Kodandaram serves as the president of Telangana Jana Samithi (TJS), while Amer Ali Khan is the News Editor of a prominent Urdu daily.
Both were nominated to the Council under the Governor’s quota after the State Cabinet re-submitted their recommendations to the Governor in August 2024.
Although they were initially nominated as MLCs in January 2024, the High Court annulled this nomination in March due to petitions from Dasoju Sravan and Kurra Satyanarayana, whose nominations had been proposed by the prior BRS government in July 2023 but were rejected by then-Governor Tamilisai Soundararajan, citing their political affiliations.
The High Court voided the Governor’s decision, ruling that the Governor can only return the government’s recommendation for reconsideration.
After this ruling, BRS leaders sought the Governor's nomination as MLCs. However, as the BRS lost its majority to Congress, the Governor denied this request.
Sravan and Satyanarayana subsequently challenged the Governor's refusal in the Supreme Court. Since the High Court had not instructed the Governor to nominate them, they requested the apex court to direct the Governor to make the appointments. The Supreme Court, however, declined to issue any orders.
