Telangana Launches Third Discom for Agricultural Power Supply

Hyderabad, March 11 (NationPress) The government of Telangana has officially sanctioned the establishment of a third power distribution company (discom), complementing the existing two in the region.
This new entity is designated as the Telangana Rythu Power Distribution Company Limited (TGRPDCL), commonly known as Rythu Discom, and it will oversee the electricity supply and distribution for various consumer categories that receive government support.
On Wednesday, the Energy Department released orders to initiate the formation of this new discom, which will cater to all agricultural connections, lift irrigation schemes, the Composite Protected Water Supply Scheme (CPWS)/Mission Bhagiratha, the Hyderabad Metro Water Supply and Sewerage Board (HMWSSB), and municipal water connections utilizing separate distribution transformers.
IAS officer Musharraf Ali Faruqui has been appointed as the Chairman and Managing Director (CMD) of this new discom.
The order also includes the appointment of four directors to oversee the new organization.
Currently, the state is served by two discoms – Northern Power Distribution Company Limited (NPDCL) and Southern Power Distribution Company Limited (SPDCL), which manage 15 and 18 districts, respectively. Prior to his transfer, Faruqui held the position of CMD at SPDCL.
The state's Cabinet had previously approved the creation of a new discom in November to revamp the electricity distribution system within the state. This decision aims to tackle the financial and operational obstacles faced by the current utilities.
The financial instability of the discoms is largely due to the provision of free and subsidized power to agricultural sectors and other groups. This situation has hindered their ability to deliver a reliable and quality power supply throughout the state.
In December, it was revealed that approximately 30 lakh services related to government-funded agricultural electricity connections, HMWSSB, and lift irrigation schemes will now fall under the new discom's management.
The Energy Department has already issued directives to transfer 2,000 engineers and staff from the existing power utilities to the newly established discom.
The introduction of this third discom is anticipated to enhance the operational efficiency of the electricity sector and support infrastructure development, thereby facilitating the implementation of essential power sector reforms.
