While engaging with the press at Patna Airport, Tharoor referenced a viral clip involving the Chief Minister, stating: “A video has emerged showing Bihar Chief Minister Nitish Kumar allegedly attempting to remove a woman's hijab. I wish to emphasize that all women deserve respect, and this event was unacceptable.”
In response, Bihar Governor Arif Mohammad Khan attempted to downplay the incident, calling it unfortunate.
“This is not a controversy at all. Chief Minister Nitish Kumar is akin to a paternal figure, and this situation is regrettable,” the Governor commented.
The issue gained traction following a video from an appointment letter distribution event for AYUSH doctors on December 15, which went viral on social media.
The footage allegedly depicts the Chief Minister instructing a woman doctor, Dr. Nusrat Parveen, to take off her hijab before receiving her appointment letter and then pulling it off himself.
The video was widely shared by the Rashtriya Janata Dal (RJD) and quickly became a political flashpoint.
Opposition parties voiced their dissent, igniting discussions not just in Bihar, but also in Jharkhand, Jammu and Kashmir, and even across the border in Pakistan.
Clarifying his position, Governor Arif Mohammad Khan stated that he was not defending the Chief Minister but asserted that Nitish Kumar regards everyone as his daughter.
The Governor also urged Dr. Nusrat Parveen to report for duty and requested political factions not to politicize the matter.
As of Saturday, Dr. Nusrat Parveen had not reported for duty.
Dr. Vijay Kumar, in charge of the Sabalpur Primary Health Centre (PHC), Patna Sadar, noted that five to six doctors had started their duties in the morning.
“The appointment letters for those who reported were already dispatched from the Civil Surgeon’s office. Dr. Nusrat Parveen's name is included, but her appointment letter has yet to arrive. I cannot confirm whether she will accept the position,” Dr. Kumar stated.
