The project carries an estimated outlay of ₹2,799.47 crore and is expected to improve power evacuation and distribution for domestic, commercial, and industrial consumers across the region. Eastern UP has historically lagged the state's western districts in grid reliability, making this investment a politically and economically significant move.
Healthcare Infrastructure at RML and Prayagraj
In the healthcare sector, the Cabinet sanctioned construction of a 1,100-bed advanced emergency medical centre, a teaching block, and an OPD block at the new campus of Dr Ram Manohar Lohia Institute of Medical Sciences on Shaheed Path in Lucknow. The project is estimated at around ₹855 crore and is expected to strengthen both medical services and medical education in the state capital and surrounding districts.
Separately, the Cabinet approved the transfer of additional land to the Medical Education Department for the expansion and upgradation of Swaroop Rani Hospital in Prayagraj, with the stated aim of addressing rising patient load in that region.
OBC Commission and Panchayat Reservation
In a constitutionally significant decision, the Cabinet approved the formation of the Uttar Pradesh State Dedicated Backward Class Commission to determine Other Backward Class (OBC) reservation in three-tier panchayat elections. The five-member commission will be headed by a retired High Court judge as chairperson. It will study the representation of backward classes and submit recommendations — a process mandated by the Supreme Court before OBC quotas can be implemented in local body polls. This approval comes after earlier panchayat election cycles were disrupted by legal challenges over the absence of such empirical data.
Higher Education and Other Approvals
The Cabinet also cleared the issuance of a letter of intent for setting up Sardar Patel Apex University in Samaspur village, Chunar tehsil, Mirzapur district. An increase in the training allowance for veterinary students was also approved to support skilled manpower development in the sector.
