Among the 58.08 lakh potentially excludable voters in West Bengal, there are 24.18 lakh deceased individuals, while approximately 20 lakh voters have relocated permanently.
There are about 12 lakh untraceable voters, alongside 1.37 lakh duplicate entries and others deemed excludable for various reasons.
Moreover, the Election Commission of India (ECI) has flagged around 1.60 crore voters with “progeny mapping” that revealed unusual family-tree data.
The first group comprises voters who applied for retention via “progeny mapping” instead of “self-mapping” despite being over 45 years old.
It’s noteworthy that the last Special Intensive Revision occurred in 2002. Voters aged 45 or above would have been eligible to vote then. The question arises as to why these individuals did not register back in 2002, leading them to rely on progeny mapping now.
Voters utilizing self-mapping have their names on both the current voters’ list as of October 27, 2025 and the 2002 list.
Conversely, progeny-mapping voters lack their names but have their parents listed from 2002.
Another category includes voters with fathers who were just 15 years old or younger when they became dads. An extreme case identified by ECI shows a voter fathering two sons at the age of just five.
The final group consists of voters whose parents share the same name, alongside those whose grandfathers were merely 40 years old or younger when they became grandfathers, estimated at around 3.50 lakh.
All these cases will be examined during the next stage of the revision process after the draft list is published, where clarifications regarding their voter data will be solicited.
The ECI has emphasized that it would be incorrect to assume that all voters listed in the draft will be exempt from attending hearings.
The initial phase of the three-phase SIR, which commenced on November 4, will conclude for the three states and two union territories with the publication of the draft voters' lists today.
Following this, the second phase will begin, involving the submission of claims and objections, alongside the notice phase, which includes issuing, hearing, verifying, and resolving enumeration forms and claims.
The final voters' list is set to be published on February 14, 2026.
For West Bengal, the ECI will announce the dates for the upcoming assembly elections after the final voters' list is made public.
