She noted that India's banks, insurers, telecoms, and public agencies collectively steward the data of a billion people, and that keeping that data within India is what allows AI to move 'from pilots into the systems that matter most.'

Anthropic specifically highlighted partnerships with state governments, public health programmes, and citizen-facing agencies as among the highest-impact use cases — precisely the categories that handle personal data that cannot legally or operationally leave the country.
