Indian Government Suspends Rice Fortification Under PMGKAY

New Delhi, Feb 28 (NationPress) The Indian government has opted to temporarily halt the fortification of rice until a more effective and reliable nutrient delivery system is established and put into operation.
The Ministry of Consumer Affairs, Food and Public Distribution has stated that this decision follows a comprehensive review of rice fortification efforts under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) and associated welfare initiatives.
This temporary suspension of the fortification process will not result in any cutbacks in food-grain entitlements, nor will it disrupt operations of the Public Distribution System (PDS), Integrated Child Development Services (ICDS), or the Mid-Day Meal Scheme, according to the ministry.
In light of the review, the government has resolved to pause rice fortification under PMGKAY and related programs until an improved method for nutrient distribution to beneficiaries can be identified.
An official statement noted that a study conducted by IIT Kharagpur was commissioned to evaluate the shelf life of Fortified Rice Kernels (FRK) and Fortified Rice (FR) under real storage conditions across different agro-climatic zones in India.
The findings indicated that factors such as moisture content, storage conditions, temperature, relative humidity, and packaging materials significantly impact the stability and shelf life of FRK and FR.
“These products are vulnerable to micronutrient loss and a decrease in shelf life during extended storage and regular handling. This degradation is causing the effective shelf life to be shorter than anticipated, thereby limiting the desired nutritional benefits,” the government stated.
Taking into account procurement volumes and annual distribution, rice is typically stored for a period of two to three years.
With an annual allocation of 372 LMT under PMGKAY and other welfare schemes, the total availability in the central pool is estimated at 674 LMT, including expected receipts from KMS 2025-26.
For KMS 2025–26 (Kharif Crop) and pending receipts from KMS 2024–25, States/UTs are being granted the flexibility to distribute either fortified or non-fortified rice, based on operational and logistical considerations.
