New Delhi, Feb 13 (NationPress) The forthcoming Income Tax Bill 2025, which is set to be implemented on April 1, 2026, aims to create a more transparent and taxpayer-friendly atmosphere, marking a historic advancement in India's taxation framework, according to industry experts on Thursday.

This Bill signifies a considerable revamp of India's tax laws, representing a crucial shift towards the simplification and modernization of the Income-Tax Act of 1961.

Spanning 622 pages, the Bill minimizes the complexities of the 1961 Act by replacing convoluted legal jargon with clear, concise language.

“A noteworthy feature of the Bill is the strategic incorporation of tables and formulas, which will aid in clarifying the interpretation of its provisions. The Bill is designed to reduce disputes and litigation while providing greater certainty for taxpayers,” remarked Himanshu Parekh, Partner at KPMG in India.

Importantly, the Bill adopts a “trust first, scrutinize later” approach, resonating with the government’s philosophy of “minimum government and maximum governance.”

In contrast to the 1961 Act, this Bill grants the Central Board of Direct Taxes (CBDT) the authority to develop tax administration guidelines and deploy digital tax monitoring systems, thereby enhancing efficiency without the need for frequent legislative amendments.

Union Finance Minister Nirmala Sitharaman has introduced the new Income Tax Bill 2025 in the Lok Sabha.

Before final approval in Parliament, the Bill will be reviewed by the Select Committee.

The proposed legislation aims to simplify the terminology by using clearer phrases, such as replacing 'assessment year' with 'tax year.' It will also remove various complicated provisions to make the system more understandable and minimize legal disputes. Some outdated clauses are being eliminated as part of this simplification effort.

Rohinton Sidhwa, Partner at Deloitte India, stated that this reform is a significant move towards modernizing India's tax framework, enhancing clarity and efficiency.

The Bill promises a more streamlined and accessible tax system, facilitating easier compliance for citizens and businesses while building trust in the system, he added.
