India and the United Arab Emirates (UAE) are deepening their strategic partnership across defence, trade, investment, and emerging technologies, according to a report by The Secretariat released in May 2025. The findings highlight a broad-based bilateral relationship that is rapidly expanding well beyond traditional areas of cooperation.

Modi's UAE Stopover Signals Strategic Priority

The report notes that Prime Minister Narendra Modi's proposed stopover in the UAE en route to Europe this month underscores the growing importance of the bilateral relationship — particularly at a time of heightened geopolitical tensions across West Asia. According to the report, the visit reflects India's sustained engagement with Gulf leadership amid ongoing regional instability, and signals a deepening strategic convergence between the two nations.

Defence Partnership Gets Institutional Backbone

A significant development highlighted in the report is the signing of a Letter of Intent to finalise a Strategic Defence Partnership (SDP) framework during the visit of UAE President Sheikh Mohammed Bin Zayed Al Nahyan in January 2025. The report notes that defence cooperation has moved decisively beyond a buyer-seller dynamic, now anchored in structured institutional mechanisms such as the Joint Defence Co-operation Committee (JDCC). Areas of growing focus include defence manufacturing, maritime security, and counter-terror coordination, with increasing interest in joint ventures and industry-level partnerships.

Trade and Investment Hit New Milestones

On the economic front, bilateral trade has crossed significant milestones following the implementation of the Comprehensive Economic Partnership Agreement (CEPA), elevating the UAE to India's third-largest trading partner and a major export destination. Investment flows, including participation from UAE sovereign wealth funds, have also increased substantially, according to the report. The Indian diaspora in the UAE has emerged as a key pillar of the relationship, contributing meaningfully to the Gulf nation's economy while reinforcing India's global outreach.

High-Tech Collaboration on the Horizon

Both countries are now exploring collaboration in artificial intelligence, supercomputing, digital public infrastructure, and energy transition technologies — signalling what the report describes as a shift towards a high-tech strategic partnership. This pivot reflects a broader global trend of middle-power nations anchoring bilateral ties in technology and innovation rather than solely in trade volumes or security arrangements.

Balancing Act in a Volatile Region

Despite the positive trajectory, the report cautions that India must carefully balance its broader West Asia engagements while deepening ties with the UAE. With regional tensions elevated and multiple flashpoints active across the Gulf and beyond, New Delhi's diplomatic bandwidth will be tested as it seeks to deepen one bilateral relationship without straining others.
