External Affairs Minister S Jaishankar kicked off an intensive round of bilateral diplomacy on Monday, 21 September on the sidelines of the United Nations high-level week, meeting France's Foreign Minister Jean-Noël Barrot and Ecuador's Foreign Minister Roberto Kury in quick succession ahead of the high-level segment set to formally begin on Tuesday.

India-France: Strategic Partnership in Focus

In his meeting with Barrot, Jaishankar underscored the depth of the India-France Special Global Strategic Partnership, a designation that received fresh impetus during French President Emmanuel Macron's visit to India in February 2026 for the AI Impact Summit. A joint statement by Macron and Prime Minister Narendra Modi at the time pledged that the partnership would 'guide bilateral cooperation in the coming decades', building on longstanding defence ties and joint energy development prospects.

'Our regular meetings and telecons enable us to maintain the momentum of our Special Global Strategic Partnership,' Jaishankar posted on X following the meeting. He added that 'regional and global issues, specifically the Ukraine and Gulf crisis, were discussed,' and that the two sides 'also exchanged views on multilateral issues, including the reform of the UN Security Council.'

France and India are among the most vocal advocates for an expanded and reformed UN Security Council, making the multilateral dimension of their partnership particularly significant at a time when reform proposals are gaining traction at the General Assembly.

India-Ecuador: Global South Outreach Deepens

Jaishankar's meeting with Ecuador's Foreign Minister Roberto Kury reflected India's sustained push to strengthen ties across the Global South. He said the two sides discussed 'strengthening our economic ties, including in energy and pharmaceuticals, mobility, training of personnel, development partnership and cooperation in multilateral fora, including the UN.'

Ecuador, situated on South America's Pacific Coast, holds substantial oil reserves and is a member of the non-aligned movement — making it a natural partner for India's expanding outreach in the region. Technology and pharmaceuticals are central pillars of the bilateral relationship, with Indian medicines among the top exports to Quito.

India has trained 223 Ecuadorian professionals over the last five years through various programmes. A Centre of Excellence in Information Technology established by India at an Ecuadorian university has additionally trained 813 individuals, underscoring the breadth of the capacity-building partnership.

Context: Jaishankar's UN Diplomacy Pattern

The back-to-back meetings are consistent with Jaishankar's approach at multilateral forums — using the margins of the UN General Assembly to advance bilateral agendas that complement India's global positioning. This comes amid a transforming geopolitical landscape, with New Delhi actively building relationships that span traditional Western allies, emerging economies, and the Global South simultaneously.

Notably, the choice to meet France — a P5 member — and Ecuador — a middle-power Global South nation — on the same day illustrates India's multi-alignment strategy in practice. With the high-level week set to address pressing global concerns including the Ukraine conflict and Gulf tensions, Jaishankar's early engagements signal the issues New Delhi intends to shape at the top table.
