External Affairs Minister S. Jaishankar on Wednesday, 15 July announced that India will establish three major development projects for the people of Gaza — a Speciality Hospital, an Artificial Limb Fitment Centre, and a Vocational Training Institute. The Palestinian Embassy in New Delhi warmly welcomed the move, calling it a 'meaningful contribution' to humanitarian recovery in the war-torn territory.

What India Has Committed

The announcement was made by EAM Jaishankar during the launch of India's campaign for election as a non-permanent member of the United Nations Security Council (UNSC) for the 2028–2029 term. The commitments follow India's participation in the Palestine Donor Group meeting held in Brussels.

The Speciality Hospital and the Artificial Limb Fitment Centre are intended to strengthen Gaza's battered healthcare infrastructure and support the rehabilitation of those most severely injured in the ongoing conflict. The Vocational Training Institute, according to the Palestinian Embassy, represents an investment in the future of Palestinian youth, equipping them with skills to rebuild their communities and economy.

The Scale of Gaza's Humanitarian Crisis

The Palestinian Embassy underscored the gravity of the situation on the ground, stating that Gaza's people continue to 'endure one of the gravest humanitarian catastrophes of our time.' It noted that hospitals and medical facilities have been 'systematically devastated' — destroyed or rendered non-functional — while healthcare workers have been killed, injured, or detained, and essential medicines remain 'critically scarce.'

Thousands of Palestinians who have lost limbs, the Embassy added, are in urgent need of prosthetic services and long-term rehabilitation care — a direct context for India's decision to include an Artificial Limb Fitment Centre among the three projects.

India's Diplomatic Positioning

The announcement carries diplomatic weight beyond humanitarian intent. By tying the Gaza commitments to its UNSC non-permanent membership campaign, India is signalling its intent to position itself as a credible voice on global peace and development. This comes amid heightened international scrutiny over the humanitarian situation in Gaza.

The Palestinian Embassy also welcomed India's reaffirmation of its longstanding support for a negotiated two-State solution — with the State of Palestine and Israel coexisting in peace and security — and its backing for Palestine's full membership in the United Nations.

In a formal statement, the Palestinian Embassy expressed 'sincere gratitude' to the Government and people of India for their 'continued friendship, humanitarian support, and steadfast commitment to peace, justice, international law, and the two-State solution.' The mission described India's development partnership as a signal of solidarity at a critical moment for the Palestinian people.
