Moscow, July 7 (NationPress) Just hours after his dismissal as Russia's Transport Minister amid an investigation into alleged embezzlement during his tenure as Governor, Roman Starovoit was tragically found dead from a gunshot wound, which appears to be a suicide, according to reports.
Starovoit, who took on the role of Transport Minister in May 2024, was discovered deceased in a private vehicle in the Moscow Region shortly after President Vladimir Putin terminated his position, as reported by RT.
The Investigative Committee stated that Starovoit’s body was located in a car with a gunshot wound. Spokeswoman Svetlana Petrenko noted, 'The primary theory being investigated is suicide.'
Prior to his appointment as Transport Minister, Starovoit held the position of Governor of the Kursk Region. According to RT, sources suggest he was facing an impending investigation for allegedly misappropriating funds intended for defense construction projects in the region from 2022 to 2024. It was reported that investigators might have sought to detain him on Monday evening for questioning regarding charges of multimillion-ruble theft.
Since the onset of the Ukraine conflict in February 2022, the border region has been marred by corruption allegations, as indicated by RT. Extensive misappropriation of budget funds has been identified, particularly in defense construction projects. Over 20 individuals have been arrested, including Starovoit’s former deputy Aleksey Dedov and his gubernatorial successor Aleksey Smirnov, who governed from May to December 2024. The connection between this scandal and Starovoit’s dismissal remains uncertain.
Last August, Ukraine executed a significant incursion into the Kursk Region, which was portrayed as a setback for Russia. Nonetheless, Russian forces managed to regain control, expelling Ukrainian troops by late April.
Starovoit, whose former deputy Andrey Nikitin has been appointed as the acting Transport Minister, has had a longstanding career in Russia’s road infrastructure sector. He previously led the Federal Road Agency, Rosavtodor, from 2012 to 2018, before serving as Deputy Minister of Transport and then being appointed Minister.
From 2018 to 2019, he acted as the Governor of Kursk and was elected to the position from 2019 until May 2024, winning 81% of the votes cast.
Nikitin, previously the Governor of Novgorod Region, was appointed as Deputy Transport Minister in February 2025, overseeing the digital transformation and modernization of the national transport system.
