Field-level studies, policy recommendations, and innovative programme design will be undertaken in the first phase, with further elements to follow.
Where Andhra Pradesh Stands on Growth
Chief Minister Naidu noted that Andhra Pradesh recorded a Compound Annual Growth Rate (CAGR) of 13.5 per cent between 2014 and 2019. The current growth rate, however, stands at 11 per cent, which he attributed to a range of intervening factors. The 15 per cent target under Swarnandhra Vision 2047 represents a significant step-up from the present pace and would place the state among the fastest-growing sub-national economies in India if achieved.
Deep Tech at the Centre of the Push
Naidu announced that deep technology is being integrated across development sectors as a core driver of growth. He said the state has already secured projects in AI skilling, drone mapping, automobiles, metals and steel, rare earth minerals, semiconductors, and defence. Artificial intelligence (AI) and quantum technology are being promoted at scale within Andhra Pradesh, he added.
Governance Structure for Implementation
Beyond the IFMR partnership, the state will constitute 'Mission Working Groups' alongside a state-level oversight committee to monitor execution of the ten-point agenda. Finance Minister Payyavula Keshav, along with representatives from KREA University and IFMR and officials from the Planning Department, attended the signing ceremony.
The partnership signals Andhra Pradesh's intent to institutionalise academic and research expertise within its planning architecture — a model that, if executed rigorously, could set a template for evidence-driven state governance ahead of the 2047 centenary milestone.
