Operational Framework and Infrastructure Plans
The Municipal Administration and Urban Development Department approved the Operational Framework and Strategic Roadmap for implementing the policy across Urban Local Bodies (ULBs). The framework envisions high-density EV charging infrastructure, green routes, green channels, battery swapping stations, Zero Emission Zones (ZEZs), and integrated electric mobility ecosystems across all five cities.
Notably, the charging infrastructure network proposes one EV charging station per 3×3 km grid within E-Mobility cities, and one EV charging station every 30 km along inter-city Green Channels and highways. The phased rollout also covers green freight corridors, electric public transport, renewable energy integration, smart urban mobility planning, and Dedicated City E-Mobility Cells (CEMCs).

Each city has been assigned tailored mobility solutions. Visakhapatnam will see green tourism mobility, electric BRTS corridors, and green freight corridors. Vijayawada is proposed to have model green routes along BRTS corridors and logistics-focused EV infrastructure. Rajahmundry will focus on electrification of river transport systems and green goods corridors.
Nellore has been earmarked for EV logistics systems catering to fisheries and coastal transport infrastructure, while Tirupati — home to one of India's busiest pilgrimage destinations — will pursue full electrification of Tirumala shuttle systems and the creation of Zero Emission pilgrim mobility zones. This city-specific approach reflects an attempt to align EV infrastructure with each region's economic and geographic character.
