Jaipur, Oct 8 (NationPress) Chief Electoral Officer (CEO) Naveen Mahajan emphasized the necessity for a more stringent enforcement of the Model Code of Conduct (MCC) throughout all levels of administration in the Anta Assembly district following the recent announcement of election dates by the Election Commission of India.
Mahajan pointed out that the Election Commission has made it clear that the MCC will also impact the Central Government concerning any announcements or policy decisions related to the Anta Assembly Constituency.
He further instructed that all promotional materials - including posters, banners, and hoardings - must be removed from government, public, and private properties. The misuse of government vehicles, buildings, or residences by political parties or candidates is strictly forbidden.
The Commission has enforced a total ban on advertisements financed by public funds.
Stressing the importance of respecting citizens’ rights, Mahajan indicated that no picketing or demonstrations should occur outside private residences, and no flags or posters should be placed on private property without the owner’s consent.
For efficient grievance resolution, a complaint monitoring system has been established, including a 24×7 call center (1950) where citizens and political parties can voice their complaints. Violations of the Model Code can also be reported through the C-Vigil mobile application.
To ensure prompt action, twelve flying squads have been assigned to the Anta constituency to address complaints within 100 minutes. The Commission has mandated that all political parties notify local authorities in advance about their meetings, processions, or rallies for better traffic and security management.
Permission will also be necessary for the use of loudspeakers. Mahajan added that ministers and government officials are instructed not to merge their official duties with election campaigning or utilize government machinery, vehicles, or staff for political purposes.
Additionally, there will be a total prohibition on transferring any officer or employee involved in the election process. All officials are expected to act impartially and ensure fair treatment of all political parties, preventing any misuse of government resources.
Public spaces such as grounds and helipads will be accessible to all political parties on equal terms.
For this purpose, the SUVIDHA module on ECINET has been activated, allowing parties to apply online for public space usage, which will be allocated on a first-come, first-served basis.
Mahajan also mentioned that the Election Commission has issued similar directives for strict adherence to the Model Code of Conduct in the upcoming 2025 Bihar Assembly Elections.
