Arunachal Pradesh Governor Lt Gen K.T. Parnaik (Retd.) on Saturday, 25 July underscored that the true benchmark of governance is the degree to which citizens — especially those in remote and rural areas — benefit from government programmes and welfare schemes. Addressing district Heads of Departments and Gaon Burahs at Shergaon in West Kameng district, he called for ensuring that every eligible citizen receives the full benefit of both Central and state initiatives.

Core Message: Governance Must Translate to Tangible Change

Governor Parnaik stated that administrative reforms must go beyond improving internal processes — they must produce measurable improvements in people's daily lives. He argued that such people-centric governance is indispensable to achieving the national vision of Viksit Bharat@2047. He emphasised that the vision must evolve into a broad-based people's movement, driven by active public participation and shared responsibility in nation-building.

Youth, Drug Abuse and Community Leadership

The Governor expressed particular concern over the rising incidence of drug abuse among the youth of Arunachal Pradesh, calling for a coordinated response involving government agencies, community leaders, educational institutions and civil society organisations. He stressed that the youth are the architects of the state's future and must be equipped with greater opportunities, proper guidance and a strong sense of purpose. Addressing Gaon Burahs — the traditional village-level administrators who serve as the critical link between the district administration and local communities — he acknowledged their pivotal role in grassroots governance.

Whole-of-District Approach and Departmental Innovation

Noting that governance systems are evolving rapidly in response to new challenges, Lt Gen Parnaik called for continuous innovation and adaptation across government departments. He recommended a comprehensive assessment of emerging departmental requirements to sharpen planning, optimise resource use and strengthen public service delivery. He also advocated a 'whole-of-district' approach — greater coordination and convergence among departments to achieve shared developmental goals.

Wide-Ranging Discussions at Shergaon

During the visit, the Governor held separate interactions with community elders, Panchayat members, district administration officials and representatives of Self-Help Groups (SHGs). Topics covered included tourism, cooperative development, waste management, education and drug abuse. Local MLA Tseten Chombay, Deputy Commissioner Dilip Kumar Chetia, leaders of the Sherdukpen community, women members of SHGs and Gaon Burahs also shared their views and suggestions for the region's development.

With committed leadership, responsive governance and community participation, every district can serve as a catalyst for inclusive and transformative development, the Governor said — a forward-looking note that sets the tone for the administration's priorities in the months ahead.
