Itanagar, Jan 20 (NationPress) Highlighting the transformative role of civil services in nation-building, Arunachal Pradesh Governor Lt. General K.T. Parnaik (Retd.) called upon officers to transcend traditional control measures and cultivate a dynamic spirit of facilitation and passion to foster growth, innovation, and opportunities.
The Governor, during a session with the Arunachal Pradesh Civil Service probationers at Lok Bhavan, Itanagar, urged them to guarantee that every policy and welfare initiative reaches the most marginalized individuals, particularly those in remote, border, and underserved regions.
He asserted that effective governance should extend beyond paperwork and reports, emphasizing the need for listening to the ground realities, comprehending genuine challenges, and addressing issues with a sense of urgency and empathy.
The Governor encouraged officer trainees to adopt a citizen-centric approach, grounded in the ethos of service, prioritizing compassion, dignity, and the needs of everyday citizens in governance. He urged them to view themselves as not just administrators but as architects of Viksit Bharat, working towards a robust, self-sufficient, and confident nation.
Lt. General Parnaik (Retd.) implored Civil Service officers to align their actions with the Viksit Bharat@2047 vision, ensuring inclusive, equitable, and sustainable development for all societal segments. He recommended leveraging technology to enhance efficiency, monitoring, and transparency, while anchoring decisions in empathy, ethics, and human judgment.
He also stressed the importance of continuously enhancing institutional and individual capacities through initiatives that promote professionalism, adaptability, and a culture of lifelong learning in public service.
Earlier, Pate Marik, the Director of the Administrative Training Centre in Nahalagun, briefed the Governor about the training programs provided to the probationers. A total of 47 officers from the 2025 Batch of APCS engaged in the discussion. In a separate ceremony, the Governor awarded the Bharat Scouts and Guides Rajya Puraskar to 33 exceptional recipients, including 16 Guides, during the 23rd Rajya Puraskar Award Ceremony at Lok Bhavan.
This year, a total of 114 Scouts and Guides, comprising 61 Guides, qualified for this esteemed state-level award. The Governor congratulated the awardees for their remarkable achievements and expressed hope that they would motivate their peers.
He encouraged them to aim higher by striving for the Rashtrapati Puraskar, the highest honor within the Bharat Scouts and Guides movement.
The Governor advised the awardees to find a balance between tradition and technology, maintain physical fitness, engage in outdoor activities, and incorporate regular Yoga practice into their routines.
Highlighting the importance of holistic well-being, he urged them to remain physically and mentally fit, adapt positively to challenges, and consistently act with compassion.
