This announcement was made at Lok Sewa Bhawan in Dispur during the inauguration of Swagat Satirtha Portal 2.0, an online service designed to enhance the employee transfer process across various departments.
With this new provision, government employees in Assam can access advance salary, which can be repaid in either a lump sum or through instalments over a maximum period of one year. Those utilizing this facility will be responsible for paying a minimal interest rate to the designated bank.
The Chief Minister elaborated on the process, stating that employees who repay their advance immediately after receiving their regular monthly salary will face a lower interest obligation, while those opting for repayment in instalments will incur a slightly higher interest rate.
This initiative is intended to offer prompt financial aid in emergencies and alleviate employees' dependence on private moneylenders or high-interest loans.
Regarding the Swagat Satirtha transfer portal, Sarma reaffirmed his previous commitment that the portal will be accessible twice a financial year to ensure transparent and employee-centric transfers. He mentioned that another round of transfers is slated for completion before March 31.
The Chief Minister clarified that approximately 9,000 employees who benefited from the previous phase of the portal will not be eligible to apply again; however, those who missed the opportunity earlier will now be able to request transfers to preferred locations.
Sarma indicated that the earlier version of the portal was operational from January 1, 2025, to June 7, 2025, and the government aims to finish the current transfer process by March 7 this year.
Additionally, he confirmed that the Election Commission would be notified, as the transfer exercise is administrative and not politically driven. Employees are encouraged to submit their applications within 15 days to ensure prompt execution.
The Chief Minister emphasized that both initiatives are a testament to the state government's unwavering commitment to employee welfare, transparency, and enhanced administrative efficiency.
