According to sources aware of the development, the assignment of departments could not be wrapped up at Wednesday's cabinet meeting, prompting the decision to push the announcement to Friday. The deferment comes just days after a major expansion of the Council of Ministers in the state.
Scale of the recent expansion
On 1 June, a total of 35 Bharatiya Janata Party (BJP) legislators were sworn in as ministers at a ceremony at Lok Bhavan in Kolkata. Of these, 13 were inducted as cabinet ministers, three as Ministers of State with independent charge, and 19 as Ministers of State.
With this round of induction, the total strength of the West Bengal Cabinet has risen to 41. Six other cabinet ministers, including CM Adhikari, had taken oath earlier on 9 May. The number of cabinet-rank members, including the Chief Minister, now stands at 19.
Room for more inductions
There is still space for three more ministers. Under constitutional provisions, the Council of Ministers cannot exceed 15 per cent of the total seats in the state Assembly. With a 294-member West Bengal Assembly, the cabinet can have a maximum of 44 members.
The Finance and Industry question
The most closely watched call on Friday will be the allocation of the Finance and Industry & Commerce portfolios. Immediately after taking oath on 9 May, CM Adhikari had identified the revival of the cash-strapped state exchequer — burdened with accumulated debt — and a policy framework to attract big-ticket investments as the two key focus areas of his government.
BJP insiders in the state unit indicated that Adhikari may retain the Finance portfolio for the time being, until a Delhi-based Bengali economist is inducted into the cabinet as Finance Minister after being elected in the upcoming by-election from Nandigram Assembly constituency in East Midnapore district.
The Nandigram backdrop
In the recently concluded Assembly polls, Adhikari contested and won from both Nandigram and Bhabanipur. In Bhabanipur, he defeated former Chief Minister Mamata Banerjee by a margin of more than 15,000 votes. He later retained his MLA membership from Bhabanipur, making a by-election in Nandigram inevitable.
The portfolio list expected on 5 June will offer the first clear signal of how CM Adhikari plans to balance political seniority with technocratic priorities in his new government.
