West Bengal Chief Minister Suvendu Adhikari on Saturday, 29 August announced a sweeping set of sports development measures for the state, including a ₹400 crore budget allocation, while paying tribute to hockey legend Major Dhyan Chand on National Sports Day. Speaking at Nabanna, the Chief Minister also took direct aim at what he called the mismanagement of Lionel Messi's India tour, pledging to refund ticket money to fans who were unable to watch the Argentine star at Yuva Bharati Krirangan in Salt Lake, Kolkata.

Adhikari outlined an ambitious infrastructure push: mini indoor stadiums are to be built across all 294 Assembly constituencies in West Bengal. Within this financial year, the government has set a target of establishing 100 facilities covering table tennis, badminton, and gymnasium infrastructure. The ₹400 crore sports budget allocation, he said, signals a decisive shift in the state's priorities after years of what he described as neglect.

The Chief Minister also committed to providing financial support to athletes competing at the international level before they win medals — a departure from the convention of rewarding champions only after the fact. 'Those who will join the international sports field should be given financial support,' Adhikari said, adding that West Bengal had failed to match the sporting achievements of states like Haryana. 'We feel ashamed to see the way Haryana is doing great in sports. We could have done it, but it was not done,' he said.

The Messi Ticket Scandal: Adhikari's Pledge to Fans

One of the sharper moments of the address came when Adhikari revisited the controversy surrounding Messi's GOAT India tour last year, during which thousands of ticketholders at Yuva Bharati Krirangan were reportedly unable to watch the match despite paying between ₹6,000 and ₹8,000 per ticket. 'There has been a scandal in sports, like during Messi's event,' he said. 'The young generation was cheated. A delivery boy spent all his savings for a year to see Messi that day. I am trying to ensure they get their money back.'

The Chief Minister blamed the previous All India Trinamool Congress (TMC) government for the episode, characterising it as emblematic of broader neglect. 'Everything is stagnant; the previous government did not pay attention to sports. As a result, no one got a taste of anything good,' he said.

Khelo India Funds and Centre-State Coordination

Adhikari also flagged progress on the Khelo India project, noting that state Sports Minister Indranil Khan had informed him that the Union Sports Minister had reached out from Delhi. The Chief Minister directed officials to submit a Detailed Project Report (DPR), signalling intent to draw significant central funding for the sector. 'If necessary, arrangements will have to be made to bring thousands of crores of rupees for the sector,' he said.
