New Delhi, Aug 18 (NationPress) With just 14 days remaining for submitting claims and objections, the Bihar Chief Electoral Officer's (CEO) office has successfully processed 1,348 applications from electors requesting the inclusion or exclusion of names in the Bihar draft voter list, an official reported on Monday.

The electoral office, along with its team of Electoral Registration Officers (EROs), has received a total of 45,616 claims and objections directly from electors regarding the Special Intensive Revision (SIR) of electoral rolls in Bihar, as per an ECI bulletin.

The bulletin noted that, in accordance with regulations, claims and objections are resolved by the respective ERO/AERO within seven days after the eligibility document verification period has lapsed.

Despite the 18 days since the publication of the electoral draft rolls, no political party has lodged any complaints, according to the poll panel.

The ECI reported that since August 1, 1,52,651 new electors, who have recently turned 18, have submitted applications for inclusion in the voter list.

The SIR exercise has faced criticism from Opposition parties, who allege irregularities that threaten to disenfranchise millions of voters—a claim denied by the ECI.

The poll panel released its draft electoral rolls on August 1 and has allowed a month for individuals, political entities, and their 1,60,813 booth-level agents (BLAs) to voice any complaints or grievances regarding the draft electoral list.

The Rashtriya Janata Dal (RJD) maintains 47,506 BLAs, the Congress has 17,549, and the Left has over 2,000, collectively exceeding 67,000.

The ECI is actively engaging with political parties to encourage participation in the revision process and to report any instances of disenfranchisement.

“Please submit your claims and objections to correct any mistakes in the draft Electoral Roll of Bihar published on August 1. To date, no political party has submitted any claims or objections,” stated the EC.

The ECI highlighted that from June 23 to July 25, the Congress boosted its BLAs to 17,549 (a 105% increase), RJD to 47,506 (a 1% increase), Janata Dal (United) to 36,550 (a 31% increase), and BJP to 53,338 (a 3% increase).

The enumeration phase of the SIR was completed by the ECI from June 24 to July 25, with more than 7.24 crore electors—out of a total of 7.89 crore—submitting their enumeration forms during this period.

Ultimately, around 65 lakh voters were found to be absent from the draft electoral rolls published on August 1. This figure included 22 lakh deceased electors (2.83%), 36 lakh (4.59%) who had relocated permanently or were untraceable, and seven lakh (0.89%) who had registered in multiple locations, according to ECI data.

Point of View

The situation in Bihar reflects significant administrative efforts by the ECI to ensure an inclusive electoral process. However, the lack of complaints from political parties raises questions about transparency and engagement. It is imperative for the electoral process to maintain integrity and to address any concerns raised by stakeholders.
