Synopsis

In an unprecedented move, Bihar's Chief Electoral Officer has received a remarkable 52,275 claims and objections from voters regarding the electoral rolls, with no political party filing a single complaint. This raises questions about party engagement and the electoral process in the state.

Key Takeaways

  • 52,275 claims filed by individual voters in Bihar.
  • No political party has submitted a complaint.
  • Deadline for objections is one month from August 1.
  • 1,73,016 new electors registered post-revision.
  • 65 lakh voters missing from draft rolls.

New Delhi, Aug 19 (NationPress) With just 13 days remaining for submitting claims and objections, the Bihar Chief Electoral Officer's office has recorded a staggering 52,275 applications from individual voters concerning the inclusion or exclusion of names in the state's draft electoral rolls, according to the Election Commission of India (ECI) on Tuesday. Notably, no political party has lodged any complaints to date.

The poll panel indicated that 1,765 applications have already been processed by the Electoral Registration Officers (EROs). As stipulated by regulations, claims and objections are resolved seven days after the verification of supporting documents concludes.

Remarkably, the Commission pointed out that not a single political party has raised any complaint or objection even after 19 days since the draft rolls were made public on August 1.

Since August 1, 1,73,016 new electors—those who turned 18 post the Special Intensive Revision (SIR) exercise—have submitted forms for inclusion in the voter list.

While the draft rolls were unveiled on August 1, the Commission has granted a one-month period for individuals, parties, and their 1.6 lakh booth-level agents (BLAs) to voice objections or propose corrections. The RJD has 47,506 BLAs, Congress 17,549, and Left parties over 2,000, collectively accounting for more than 67,000.

The Commission has been consistently encouraging political parties to engage actively in the revision process and report any incidents of disenfranchisement.

“We urge you to submit your claims and objections to correct any inaccuracies in the draft electoral roll of Bihar published on August 1. To date, not a single claim or objection has come from any political party,” stated the EC.

The ECI also emphasized that between June 23 and July 25, during the BLA revision initiative, the Congress increased its tally by 105 percent to 17,549; the RJD slightly by 1 percent to 47,506; the JD(U) by 31 percent to 36,550; and the BJP by 3 percent to 53,338.

During the enumeration phase of the SIR held from June 24 to July 25, over 7.24 crore electors—from a total of 7.89 crore—submitted their details. However, the draft rolls indicated about 65 lakh voters missing.

This includes 22 lakh deceased (2.83 percent), 36 lakh (4.59 percent) who have permanently moved or are untraceable, and seven lakh (0.89 percent) found registered in multiple locations, as per ECI data.

Point of View

I believe this situation in Bihar reflects a significant disconnect between voters and political parties. With individual engagement at a record high and no party involvement, it raises important questions about the legitimacy and responsiveness of our political entities. The electoral process must be transparent and inclusive, ensuring every voice is heard.
