Bihar Education Dept issues show-cause notices to 13 DEOs over campaign negligence
Synopsis
Key Takeaways
The Bihar Education Department has issued show-cause notices to District Education Officers (DEOs) of 13 districts on 4 November 2026 over alleged negligence in implementing the 'Seva Sankalp evam Kayakalp Abhiyan', a state government school-improvement initiative. A departmental review found that progress in these districts was virtually zero, raising serious concerns about official accountability.
Districts Put on Notice
The 13 districts served with notices are Patna, Begusarai, Araria, Jamui, Khagaria, Kishanganj, Lakhisarai, Nawada, East Champaran, Purnea, Saran, Sheikhpura, and Vaishali. The letters were issued by Vijay Kumar Pandey, Director (Administration) of the Education Department, directing each DEO to submit a written explanation within 24 hours.
The notices warned that failure to provide satisfactory explanations within the stipulated period would invite disciplinary action. The department observed that the negligible progress reflected a lack of seriousness among the concerned officials towards implementing the government initiative. Notably, the DEO of Begusarai has previously faced allegations of negligence and had earlier received a show-cause notice as well, making this a repeat flag for the district.
Corruption Probe Deepens in Kishanganj
The notices come amid a separate but related development in Kishanganj, where the Economic Offences Unit (EOU) has launched an investigation into an alleged disproportionate assets case involving Ruby Kumari, a District Programme Officer (DPO) posted at the Kishanganj District Education Office, and her husband, Gaurav Kumar.
The couple is accused of accumulating assets worth ₹2.45 crore beyond their known sources of income. According to preliminary findings, the alleged disproportionate assets exceed their known income by 87.49 per cent. The EOU has registered a case — Case No. 31/26 — at the Economic Offences Police Station, alleging that the couple accumulated assets through a criminal conspiracy.
Search Operations Underway
On Tuesday, EOU teams led by Deputy Superintendent of Police-rank officers conducted simultaneous searches at four locations linked to the couple. The premises searched include Ruby Kumari's ancestral house and private apartment in Officers' Colony, Katihar; her official office at the District Education Office, Kishanganj; and her rented residence in Linepara locality.
Investigators are examining documents related to immovable properties, investments, bank accounts, and financial transactions to establish the extent and sources of the alleged disproportionate assets. The dual developments — administrative negligence and financial misconduct — paint a troubling picture of governance gaps within Bihar's district-level education machinery.
What This Signals
This is not an isolated incident. The pattern of show-cause notices, repeat offenders, and concurrent criminal investigations suggests systemic weaknesses in the monitoring and accountability structures of Bihar's education administration. The state government's response — swift notices with a tight 24-hour window — signals an attempt to demonstrate intent, but whether it translates into structural reform will depend on follow-through beyond the notices. All eyes will now be on whether the DEOs offer satisfactory explanations and whether the EOU's Kishanganj probe results in formal charges.
