Bihar land reforms: Revenue staff to work in Halkas, home grain delivery for elderly
The Bihar government on 12 May unveiled two significant administrative reforms — overhauling how revenue employees serve citizens at the grassroots level and launching a pilot to deliver food grains directly to elderly beneficiaries aged 80 years and above. The twin announcements signal a concerted push by the state to cut bureaucratic friction in two of its most citizen-facing departments.
Revenue Staff Deployed to Ground Level
The Department of Revenue and Land Reforms has directed revenue employees to work within their designated Halkas (jurisdictional circles) on all days except Saturday, rather than remaining stationed at Circle Offices. Dilip Kumar Jaiswal, Minister of Revenue and Land Reforms, issued the directive as part of a broader effort to resolve land-related disputes closer to where citizens live.
