The political controversy surrounding the Bharat Tiwari encounter case in Bihar's Bhojpur district escalated sharply on Monday, 22 June, with leaders from both the Opposition and the ruling coalition trading accusations, even as a judicial inquiry into the incident remains underway.

RJD Raises Alarm Over Encounter Motives

Rashtriya Janata Dal (RJD) Member of Parliament Manoj Jha raised pointed questions about the operation, alleging that such encounters are instruments of concealment rather than justice. 'I have seen the entire sequence of events, and our party has decided to send a delegation as well. But for us, the most important issue is this: an encounter is never just about one individual. An encounter is actually about the truth. Encounters are carried out to conceal the truth,' Jha said.

Jha further alleged that encounters are routinely celebrated as policing achievements while the underlying criminal networks and root causes go unaddressed. 'In cases involving accused persons, the focus should be on reaching the root of the crime and understanding the network involved. But when an encounter takes place, it is often done to cover up the truth. Wherever such incidents occur, they raise questions about what is being hidden,' he added.

Ruling JDU Defends Government's Stance

Janata Dal (United) National Spokesperson Rajiv Ranjan said the matter is sub judice and the state government is committed to following judicial directions. 'The matter is pending before the court, and the state government will follow its directions; however, as questions were raised about the police's role in the case, Chief Minister Samrat Choudhary ordered a judicial inquiry into the entire matter,' Ranjan said.

Tejashwi Yadav Demands Apology, Flags Law-and-Order Collapse

Leader of the Opposition Tejashwi Yadav, on 20 June, demanded that Chief Minister Choudhary personally visit the family of Bharat Tiwari and tender an apology. Yadav alleged that law and order in Bihar had collapsed, with innocent individuals being targeted while organised criminal networks operated freely.

Yadav also accused the police of channelling disproportionate resources into prohibition enforcement while corruption and the illegal liquor trade continued unchecked. He reiterated the Opposition's demand for an impartial probe, calling the encounter suspicious. He also questioned the basis of the FIR registered against members of Bharat Tiwari's family, pressing the government for a public explanation.

Judicial Inquiry Ordered, Key Facts in Dispute

The Bihar government has ordered a judicial inquiry into the encounter, to be conducted by a retired High Court judge. The inquiry will examine the circumstances of the operation, evaluate available evidence, and determine whether due procedure was followed by the police.

According to police, Bharat Tiwari opened fire during the operation, prompting the response that led to his death. However, his family and several political leaders have alleged that he had surrendered before being shot — a claim that directly contradicts the official account and sits at the centre of the controversy.
