BJP Endorses Upcoming UCC Bill in Gujarat While Opposition Calls for Caution

Bihar BJP President Sanjay Saraogi emphasized that the current circumstances in the country warrant the enforcement of the UCC. He stated, “The UCC should be applied in light of existing conditions. There are concerns regarding demographic shifts, and even the Supreme Court of India has recommended its implementation.”
BJP spokesperson Pratul Shah Deo reiterated the party's historical stance on the UCC, saying, “The UCC has been a part of the BJP's agenda for an extended period. It is already in effect in Uttarakhand, yielding favorable outcomes. It is inappropriate to maintain separate personal laws in a single nation. A standardized legal framework will promote equality and justice, especially for women. This is a progressive initiative that should be adopted nationwide.”
In contrast, Opposition leaders have called for prudence and highlighted the necessity of a consultative process.
Shiv Sena (UBT) MP Priyanka Chaturvedi remarked that even though the UCC has garnered attention across states, its implementation must be approached with sensitivity. She stated, “The Supreme Court has indicated that the UCC should include consultations with multiple stakeholders and should only be implemented after establishing public trust. I hope that when it is presented in Gujarat, it is done without political agendas and adopts an inclusive strategy that genuinely serves the public, particularly women.”
On March 17, a high-level committee formed by the Gujarat government submitted its final report to Chief Minister Bhupendra Patel in Gandhinagar regarding the UCC's implementation in the state. The committee, led by retired Supreme Court Justice Ranjana Desai, provided a three-volume draft report containing recommendations for a uniform legal framework concerning personal law issues across various religions and communities in Gujarat.
The report was compiled after thorough studies, district visits throughout Gujarat, and extensive public consultations, as stated by the committee.
Its objective is to tackle matters such as marriage, divorce, inheritance, and adoption under a unified legal structure. The committee members stated that the draft prioritizes equal rights and protection for women while taking into account the state's geographical and cultural diversity.
In addition to Justice Desai, the committee included retired senior IAS officer C.L. Meena, senior advocate R.C. Kodekar, former university vice-chancellor Dr. Dakshesh Thakar, and social worker Geeta Shroff.
During the report submission, the Chief Minister was accompanied by senior government officials. The committee’s advisor, retired senior IAS officer and former Uttarakhand Chief Secretary Shatrughan Singh, was also present.
Uttarakhand has been a pioneer in implementing the UCC in India. The state enacted the Uttarakhand UCC Act, 2024, becoming the first in the nation to operationalize such a law, effective from January 27, 2025**, after the Bill received legislative approval and presidential assent.
The committee stressed that its recommendations arise from a thorough examination of legal, social, and cultural dimensions in the state and reflect the input gathered during its consultations with communities and stakeholders.
The draft report is now formally submitted to the state government for further assessment.
