This funding is part of the second instalment of the 15th Finance Commission's untied grants for the financial year 2025–26, according to government officials.
In this allocation, Bihar is set to receive Rs 802.40 crore, which will support all 38 district panchayats, 533 block panchayats, and 8,053 gram panchayats. Additionally, Rs 1.39 crore has been released from the withheld portion of the first instalment that has now become eligible, officials reported on Thursday.
Uttar Pradesh will benefit from Rs 1,559.40 crore designated for 75 district panchayats, 826 block panchayats, and 57,694 gram panchayats, alongside Rs 11.016 crore released from previously withheld funds.
West Bengal has been allocated Rs 680.86 crore to support 21 district panchayats, 335 block panchayats, and 3,225 gram panchayats under this funding round.
Haryana is receiving Rs 197.627 crore for its various panchayats, with an additional Rs 2.5 crore released for newly eligible local bodies from earlier withheld amounts.
For Himachal Pradesh, the allocation is Rs 68.30 crore, augmented by Rs 0.35 crore for 26 newly eligible gram panchayats, as per the officials.
The Union government, through the Ministry of Panchayati Raj and the Ministry of Jal Shakti (Department of Drinking Water and Sanitation), oversees the distribution of the 15th Finance Commission grants to states for Panchayati Raj institutions, which are subsequently released by the Ministry of Finance.
These grants are typically distributed in two instalments within a financial year, as per government officials.
Untied grants are designed for Panchayati Raj institutions and rural local bodies to address location-specific needs related to the 29 subjects outlined in the Eleventh Schedule, excluding costs for salaries and establishment.
On the other hand, tied grants are earmarked for essential services, including sanitation and maintaining ODF (open defecation-free) status. This encompasses the management and treatment of household waste, human excreta, and faecal sludge.
These funds can also support initiatives for drinking water supply, rainwater harvesting, and water recycling.
