Bhopal, June 26 (NationPress) The Chief Secretary of Madhya Pradesh, Anurag Jain, presided over a crucial meeting on Thursday with department heads to discuss the newly established Public Service Promotion Rules that have received approval from the state Cabinet.
During the session, Chief Secretary Jain emphasized the need for all department heads to prioritize promotion-related initiatives.
He urged that measures be taken to ensure the promotion of officers and employees by July 31, 2025.
Jain pointed out that the implementation of these rules would finally address a long-standing issue that has lingered for nine years.
He also highlighted that employee welfare should remain a significant focus in line with the state government's objectives.
"These rules have been meticulously crafted through the dedicated efforts of the Senior Secretaries' Committee and officials from the General Administration Department. Their enforcement will enhance administrative efficiency," Jain stated in a press briefing.
During the meeting, he responded to inquiries from various departments, including Police, Women and Child Development, Urban Administration, Scheduled Caste Development, Transport, and Forests.
This high-level meeting occurred amidst discontent from certain state government employees, who have accused the government of favoritism.
On the previous day, employees at the State Secretariat demonstrated by wearing caps with protest messages while performing their duties.
Importantly, the state Cabinet, led by Chief Minister Mohan Yadav, approved the Madhya Pradesh Public Service Promotion Rules, 2025 on June 17.
Key provisions include a 20 percent reservation for Scheduled Tribes (ST) and 16 percent for Scheduled Castes (SC).
In anticipation of potential legal challenges from employee unions or government servants, the General Administration Department (GAD) filed a caveat last week.
After a nine-year hiatus, the Madhya Pradesh government has paved the way for employee promotions, despite the ruling party (BJP) having held power in the state for 20 years, except for an 18-month period under the previous Congress government led by Kamal Nath.
Chief Minister Yadav previously remarked that the promotions would free up lower-ranking positions, creating opportunities for new hires.
He also indicated that seniority would be duly acknowledged, and among senior officials, only those meeting the minimum qualifying marks would be eligible for advancement.
For Class I government officials, a merit-cum-seniority principle will be applied, he stated.
