Speaking at 'Jagran Vimarsh — Uttarakhand: Ashaen aur Chunautiyan' ('Uttarakhand: Hopes and Challenges'), a public-discourse event organised by Dainik Jagran, Dhami inaugurated the programme by lighting a ceremonial lamp before delivering a wide-ranging address on development, ecology, employment and the road to Haridwar Kumbh Mela 2027.

A 25-year budget journey — and what the numbers reveal

Uttarakhand was carved out as a new state in November 2000 with a budget of roughly ₹4,000 crore. Dhami pointed to the climb to ₹1.11 lakh crore as evidence of institutional deepening across roads, health, education, tourism, energy, agriculture and horticulture. He cited a ~41 per cent rise in per-capita income and a ~50 per cent growth in homestay registrations over recent years as ground-level proof that the state's tourism economy is maturing beyond headline infrastructure. In the SDG India Index 2023-24 — the NITI Aayog ranking that benchmarks states on Sustainable Development Goals — Uttarakhand and Kerala jointly claimed the top spot, a pairing that signals the Himalayan state is competing with India's development frontrunners on social and economic metrics.

House of Himalayas and the self-help group bet

Dhami spotlighted 'House of Himalayas', the state's branding and marketing initiative, as the engine connecting local artisans and farmers to wider markets. He described Uttarakhand's matrishakti — women-led productive networks — crafting high-quality goods with limited resources, and announced that self-help groups have been given access to interest-free loans of up to ₹5 lakh to scale up. The scheme reflects a wider pattern among hill states: using collective enterprise and place-based branding to convert geographic isolation into a market advantage.

35,000 jobs, a tough anti-paper-leak law, and the transparency pledge

Youth employment and recruitment integrity drew some of the sharpest language of the afternoon. Dhami said the government has placed approximately 35,000 young people in public-sector positions in recent years, but acknowledged that paper leaks and irregularities once corroded trust in the process. The response: a strict anti-copying law targeting examination fraud, under which more than 100 people have been arrested. Transparent, merit-based recruitment, he said, is not optional — it is the foundation of the state's social contract with its youth.

Kumbh 2027: planning a 'grand and divine' gathering

With Haridwar Kumbh Mela 2027 on the horizon, Dhami said preparations are being shaped by consultations with saints, religious orders (akharas), spiritual organisations and other stakeholders. The goal is unambiguous: pilgrims arriving from across India and abroad should find the event 'safe, well-organised, grand and divine' (surakshit, suvyavasthit, bhavy evam divy). Earlier Haridwar Kumbh editions — in 2010 and 2021 — required massive multi-agency coordination; the 2027 edition is expected to raise that bar further.

Ecology versus economy — Uttarakhand's defining tension

The CM did not sidestep the hard questions. He identified unplanned development and climate change as Uttarakhand's most formidable long-term challenges, arguing that ecology and economy must be complementary, not competing. Critically, he said the government is commissioning scientific carrying-capacity assessments for different zones — a study that will determine how much tourist footfall, infrastructure and construction fragile Himalayan regions can absorb without ecological damage. The outcome of those studies will shape policy for years.
