Delhi SIR draft voter roll: 97.53 lakh electors enrolled, final list due Dec 4
Synopsis
Key Takeaways
The Chief Electoral Officer (CEO) of Delhi has confirmed that 97,53,577 electors have been included in the draft electoral roll prepared under the ongoing Special Intensive Revision (SIR), while notices have been issued to 33,14,032 electors over mapping-related issues and logical discrepancies. The final electoral roll is scheduled for publication on 4 December 2026, with the deadline for claims and objections set at 30 October 2026.
Background and Scale of the Exercise
The Election Commission of India (ECI) initiated the SIR in the National Capital Territory of Delhi on 30 June 2026, with 1 October 2026 as the qualifying date. The exercise is mandated under Article 324 of the Constitution and Section 21 of the Representation of the People Act, 1950, with the stated objective of ensuring no eligible voter is left off the rolls. At the start of the exercise, Delhi had 1,45,10,299 registered electors — making the SIR one of the largest voter-roll audits the capital has undertaken in recent years.
Enumeration Phase and Key Numbers
Booth Level Officers (BLOs) conducted house-to-house visits to distribute and collect enumeration forms during the enumeration phase, which ran until 17 August 2026. While 100 per cent distribution of forms was achieved, only 97,53,577 electors submitted their forms by the deadline. The remaining 47,56,722 electors did not return forms — classified under the absent, shifted, dead, or duplicate (ASDD) categories.
The draft electoral roll, published on 31 August 2026, comprises 49,88,993 male electors, 47,64,137 female electors, and 447 third-gender electors. It is available on the CEO Delhi and District Electoral Officers (DEOs) websites, as well as at voter centres across the national capital.
Notices Issued and Disposal Progress
Of the 33,14,032 electors flagged for notices, 13,79,789 cases involve unmapped electors who could not be linked to electoral rolls from the previous SIR conducted in 2002, and 19,34,243 cases involve logical discrepancies identified by the system. According to the CEO's office, 31,26,576 notices — representing 94.34 per cent of the total — have already been disposed of and marked for inclusion in the final roll.
Following ECI instructions issued on 29 September 2026, Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs) resolved 18,96,675 logical discrepancy cases, accounting for 98.05 per cent of such cases. The deadline for disposing of all outstanding notices is 30 November 2026.
Special Outreach and Inclusive Enrolment Camps
To facilitate wider voter enrolment, special camps were held at all 14,947 polling stations in Delhi across seven Sundays between 20 September and 25 October 2026. Additional camps were organised at educational institutions on 29–30 September and 7–8 October to register young voters aged 18–25.
Notably, special enrolment drives were also conducted at DUSIB night shelters for homeless persons, transgender individuals, and sex workers. Displaced voters from settlements including Bela Estate, Jailor Wala Bagh, Narela, Bawana, Mangol Puri, and Wazirpur Industrial Area were also covered under separate arrangements.
What Happens Next
The CEO's office has reiterated that no elector's name can be deleted from the draft roll without giving the individual a fair opportunity to be heard. Delhi residents have been urged to verify their names in the draft roll and raise any claims or objections before the 30 October 2026 deadline. All outstanding notices must be resolved by 30 November 2026, paving the way for the publication of the final electoral roll on 4 December 2026.
