He added that for too long, Delhi's parents have been subjected to arbitrary fee hikes.
“Our department took a stand in this legal battle, and the outcome is evident. Until the School Level Fee Regulation Committee (SLFRC) is established following the March 12 hearing, no heightened fees will be enforced,” he stated.
Sood further emphasized that this ruling signifies the dismantling of a deeply entrenched system.
"This decision is a decisive strike against the coalition of the Aam Aadmi Party (AAP), certain self-interested NGOs, and private school administrations. For far too long, they have operated behind the scenes to thwart reforms. This success belongs to Delhi's parents and the citizens who are finally freed from this exploitative coalition,” Sood declared.
“For the first time in our history, the court has established a framework to ensure the reimbursement or adjustment of fees. If any school has collected excessive fees for the academic year 2025-26, the Department of Education will scrutinize, assess, and regulate it promptly after March 12, pending the High Court's final verdict,” the Minister cautioned.
Quoting specific provisions from the Court’s order 3(6), Sood stated, “Any inflated fees charged by schools for the academic year 2025-26 will be managed and addressed in accordance with the law...”
The Minister also noted that the Court has explicitly retained the government's authority to review exorbitant fees charged for the 2025-26 academic year.
He asserted that schools are strictly allowed to charge only the same fees as the previous academic year for the 2026-27 session, clarifying that no "vested rights" have been established for schools to increase charges.
"We have remained steadfast, and we will ensure that every paisa overcharged is accounted for. This marks a new era of transparency in Delhi's educational framework,” he concluded.
