Dravida Munnetra Kazhagam (DMK) legislators, led by Leader of Opposition Udhayanidhi Stalin, arrived at the Tamil Nadu Legislative Assembly dressed in black shirts on Thursday, 6 August, as Agriculture Minister R. Vinoth presented the state's Agriculture Budget for 2026-27 — the first such standalone budget of the Tamilaga Vettri Kazhagam (TVK) government headed by Chief Minister C. Joseph Vijay. The silent sartorial protest was a direct challenge to the ruling administration on the politically charged Cauvery water dispute and Karnataka's proposed Mekedatu dam project.

Why DMK Chose Black

The principal opposition party stated that the black shirt demonstration was intended to spotlight what it described as the TVK government's failure to secure Tamil Nadu's rightful share of Cauvery river water and its inadequate opposition to the Mekedatu reservoir project proposed by Karnataka. Udhayanidhi and fellow DMK legislators took their seats in the House without disrupting proceedings, letting the visual statement speak for itself.

The Cauvery dispute and Mekedatu project have emerged as defining political fault lines in Tamil Nadu, with the DMK steadily escalating pressure on the state government over its handling of water rights. The opposition has accused the administration of failing to take sufficiently firm steps to ensure water releases from Karnataka and to legally challenge the proposed dam.

Tension Inside the Assembly

Brief exchanges broke out shortly after Minister Vinoth began his Budget address. In his opening remarks, Vinoth praised Chief Minister Vijay and the TVK government and drew an extended musical metaphor around the whistle — the ruling party's election symbol — describing it as 'the first raga produced by air' and speaking about the enduring resonance of its sound.

DMK members objected, questioning the appropriateness of a prolonged political preamble during a formal budget presentation. Speaker J.C.D. Prabhakar intervened as objections mounted, directing the minister to confine his remarks to the Budget speech. Vinoth complied and proceeded with the government's agricultural proposals.

What the Agriculture Budget Covers

The 2026-27 Agriculture Budget is being closely tracked by farming communities and political stakeholders for announcements on crop loans, minimum support prices, irrigation infrastructure, rural credit access, and climate adaptation measures. As the TVK government's first dedicated agriculture financial statement, it carries symbolic weight beyond its fiscal provisions.

During the session, Speaker Prabhakar also extended greetings to Dairy Development Minister Vijayalakshmi and Animal Husbandry Minister Kamali.
