Policy backdrop

The launch sits within a longer arc of industrial policy under the Uttar Pradesh Industrial Investment and Employment Promotion Policy 2017, which created incentives for new industrial infrastructure including multi-storey facilities. Earlier flatted factory projects were developed in western UP hubs such as Noida and Ghaziabad, where MSME density and land prices favoured the vertical model.

State-level facilitation — through plug-and-play campuses, common utilities and shared compliance services — is intended to lower the entry barrier for first-generation entrepreneurs and small producers who cannot independently secure land or build standalone units.
