Synopsis
Key Takeaways
On February 24, in New Delhi, Chief Election Commissioner Gyanesh Kumar led a National Round Table Conference involving the Election Commission of India (ECI) and State Election Commissioners (SECs). The meeting focused on the need to align laws governing panchayats and local elections with those applicable to parliamentary and state Assembly elections.
A document titled National Declaration 2026 was released after the comprehensive discussions held at the Bharat Mandapam. The ECI emphasized the importance of developing mutually agreeable methods and legally sound frameworks to collaborate with all SECs on various electoral processes.
The ECI also recommended sharing resources such as ECINET, EVMs (Electronic Voting Machines), Electoral Rolls, and the advanced facilities available at the India International Institute of Democracy and Election Management, thereby strengthening the essence of cooperative federalism in managing elections.
Moreover, the Chief Election Commissioner urged SECs to actively engage in the ECI's international initiatives, proposing that this National Round Table Conference be held annually in conjunction with international forums, as stated in the announcement.
“All recommendations made by the SECs during this conference will undergo a thorough review by a joint team consisting of legal and technical experts led by relevant District Election Officers of the ECI. A comprehensive State/UT-specific action plan will be presented to the ECI within three months to ensure optimal decisions are made in the national interest,” the statement added.
The conference also highlighted the consensus that preparing accurate electoral rolls is fundamental to democracy, and that conducting elections transparently and efficiently fortifies democratic principles.
Significantly, this roundtable was convened after nearly three decades, coinciding with upcoming Assembly elections and amid ongoing political debates regarding the recent purging of electoral rolls as part of the Special Intensive Revision (SIR). The last meeting of this nature took place in 1999.
“The main aim of the Round Table Conference was to create synergies between the ECI and SECs regarding electoral procedures and logistics within their respective legal frameworks,” the electoral body stated.
It further noted that the discussions served as a vital platform for the constructive exchange of insights while reinforcing cooperative federalism in electoral management.
