Kolkata, Dec 22 (NationPress) The Election Commission of India (ECI) has clarified that academic qualification certificates issued by individual educational institutions, such as schools and colleges, will not be accepted as valid identity documents or proof of age during the hearing sessions regarding claims and objections to the draft voters’ list in West Bengal, commencing this week.
The ECI has specified that only academic qualification certificates that are issued by recognized education boards, councils, or universities will be regarded as valid identity documents or proof of age, according to sources from the office of the Chief Electoral Officer (CEO).
An academic qualification certificate is one of the twelve documents required by the ECI for “unmapped voters” to maintain their names in the voters’ list. “Unmapped voters” are those who cannot demonstrate their connection to the voters’ list from 2002, the last year when the Special Intensive Revision (SIR) was conducted in West Bengal, through either “self-mapping” or “progeny mapping.”
“Self-mapping” voters are those whose names appear on the 2002 voters' list, while “progeny mapping” voters are those whose parents' names are on the 2002 list.
Insiders from the CEO's office have indicated that the ECI is aware that during the hearing sessions, there may be attempts to present academic qualification certificates issued by individual educational institutions as those from registered education boards, councils, or universities.
“Manipulation of academic qualification certificates from registered education boards, councils, or universities is unlikely. However, the risk of manipulation is significantly higher with certificates issued by individual educational institutions, including schools and colleges. Therefore, the ECI has made it clear that only certificates from recognized boards or councils will be accepted as valid identity documents or proof of age,” stated a source from the CEO’s office.
The current SIR process in the state began on November 4, with the draft voters’ list published on December 16. This three-stage SIR process will conclude with the release of the final voters’ list on February 14 of the following year. Following this, the ECI will announce the polling dates for the upcoming Assembly elections.
