Kolkata, Jan 23 (NationPress) In light of reports indicating that unlisted identity documents were being recognized as valid during the hearings regarding claims and objections related to the draft voters’ list in West Bengal, the Election Commission of India has mandated that special roll observers (SROs) and micro-observers report such occurrences to the ECI on a daily basis.
According to sources within the Chief Electoral Officer's (CEO) office, the ECI has also provided a clear, step-by-step protocol for reporting instances where unlisted documents are improperly accepted as valid.
If a micro-observer present at a hearing table disagrees with the electoral registration officer (ERO) or assistant electoral registration officer (AERO) regarding the validity of any documents, they are required to first lodge their objections along with justifications to the respective ERO or AERO.
In situations where the EROs or AEROs disregard the legitimate concerns raised by micro-observers, these individuals should escalate the matter to the SROs.
The SROs will then scrutinize the objections from micro-observers and bring them to the attention of the District Magistrates (DMs) and District Electoral Officers (DEOs). They will also assess the decisions made by the DMs and DEOs on these flagged issues, and in cases of disagreement, relay those points to the ECI via the CEO’s office.
The ECI has clarified that admit cards for the Madhyamik examination, conducted by the West Bengal Board of Secondary Education (WBBSE), will not be accepted as a standalone form of identity proof.
The admit card can only be validated as part of a combined identity document when presented alongside the Madhyamik examination’s pass certificate.
Insiders from the CEO’s office have indicated that there may be a need to extend deadlines for the hearings on claims and objections to the draft voters’ list and the subsequent publication of the final voters’ list.
However, they were unable to specify the duration of any extensions regarding the final phases of the ongoing Special Intensive Revision (SIR) in West Bengal. Currently, the deadline for concluding the hearing sessions is February 7, coinciding with the scheduled publication date for the final voters’ list.
