Is Uploading Unlisted Documents as Listed Ones a Serious Offence According to ECI?
Synopsis
Key Takeaways
Kolkata, Jan 31 (NationPress) The Election Commission of India (ECI) has issued a warning that the act of clearing and uploading unlisted identity documents as if they were listed during the hearings on claims and objections regarding the draft voters’ list in West Bengal will be regarded as a grave and deliberate misstep by the Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs).
Sources from the office of the Chief Electoral Officer (CEO), West Bengal, revealed that the micro-observers appointed by the Commission to oversee the hearings have already highlighted some instances of such grave and deliberate errors and alerted the Commission.
In these situations, the CEO’s official stated, the Commission will first request written explanations from the involved EROs and AEROs regarding why disciplinary actions should not be initiated against them. If their responses are unsatisfactory, the Commission will impose strict disciplinary measures, which may include suspension and the filing of an FIR.
A CEO official illustrated the nature of this offense by referencing a particular case in Kolkata. “In one instance, the ERO noted the passport as the supporting identity document provided by the voter. However, the image uploaded was actually the voter's AADHAAR card. This represented a classic example of a grave and deliberate error,” the CEO official explained.
Consequently, the ECI has announced a revision of the roles of micro-observers involved in reviewing the hearings on claims and objections related to the draft electoral roll in West Bengal—currently ongoing as part of the Special Intensive Revision (SIR)—effective from February 2.
Currently, micro-observers are stationed at hearing centers to ensure adherence to ECI guidelines during the proceedings. However, starting Monday, their responsibilities will extend to verifying whether the identity documents presented by voters during hearings are accurately uploaded according to the Commission’s specified list.
The micro-observers will guarantee that only ECI-approved documents are uploaded as valid identity proof. They will serve as the first layer of examination, followed by special roll observers who will conduct additional reviews to detect and filter cases where unlisted documents might have been uploaded.
