ECI revises SIR schedule for Andhra Pradesh, Haryana; final voters' list on Oct 3
Synopsis
Key Takeaways
The Election Commission of India (ECI) on Tuesday, 14 July modified the Special Intensive Revision (SIR) schedule for electoral rolls in Andhra Pradesh and Haryana, fixing 3 October as the date for final publication of the voters' list in both states. The revision was communicated through a letter from ECI Under Secretary Sandeep Kumar to the Chief Electoral Officers (CEOs) of both states.
Key Dates in the Revised Schedule
The qualifying date for both states has been set as 1 July. Draft publication of electoral rolls is scheduled for 31 July in both Andhra Pradesh and Haryana. Booth Level Officers (BLOs) will conduct house-to-house visits between 1 June and 24 July, and the rationalisation and re-arrangement of polling stations is to be completed by 24 July.
Claims, Objections and Disposal Timeline
The period for filing claims and objections will run from 31 July to 30 August. The notice phase — covering disposal of claims and objections — will be carried out between 31 July and 28 September. The final electoral rolls will then be published on 3 October.
What the ECI Directed Officials to Do
In its communication to state CEOs, the ECI stated: 'All the officials/officers concerned shall be informed of the Commission's above decision and wide publicity to the modified schedule shall be made through all available media. Political Parties shall also be informed of the modified schedule in writing.'
Parent Survey Details Now Mandatory
Separately, the ECI has made it mandatory for existing voters not covered in the previous SIR to attach survey details of their parents in order to remain on the voters' list. New voters filing Form 6 for inclusion in the electoral rolls must also attach the SIR details of their parents. The ECI noted that similar declaration forms were used during the Bihar SIR, where they helped reduce the documentation burden on new voters.
With the final list set for 3 October, the revised schedule signals the Commission's intent to complete the roll-cleaning exercise well ahead of any potential electoral activity in the two states.
