Guwahati, Feb 8 (NationPress) The Chief Minister of Assam, Himanta Biswa Sarma, stated on Sunday that Elizabeth Gogoi, spouse of Congress MP Gaurav Gogoi, is alleged to have sent a confidential report to Pakistani national Ali Tauqeer Sheikh, who is under scrutiny for his anti-India activities, raising significant national security concerns.
The Chief Minister indicated that these allegations stem from the findings presented by a Special Investigation Team (SIT).
As per the Chief Minister's claims, the SIT has identified a document dated August 5, 2014, which purportedly details the transmission of a 50-page report labeled “confidential” from Elizabeth Gogoi to Ali Tauqeer Sheikh in Pakistan.
CM Sarma asserted that since this report was dispatched to a “country of concern,” it qualifies as a classified intelligence communication and a field intelligence report.
Moreover, he stated that the report allegedly contained references to Intelligence Bureau communications, strategic recommendations for “low risk, low visibility” operations within India, and advice on circumventing Central government oversight through sub-national engagement.
He noted that, prima facie, this act seems to violate Section 2 of the Official Secrets Act, 1923.
The state government is treating the matter with utmost seriousness and will explore all legal avenues based on the SIT’s findings.
CM Sarma remarked to reporters, “Elizabeth Gogoi was a crucial part of LEAD Pakistan—a climate-change non-profit established by Pakistani national Ali Tauqeer Sheikh—during her time in Islamabad. It is reported that she worked on international climate projects involving both India and Pakistan, including shared participation in the global Climate and Development Knowledge Network (CDKN).
The SIT investigation uncovered that Elizabeth Gogoi had a “shadow” employment arrangement: a Pakistani NGO initially employed her in Islamabad, later transitioning her work to India.
CM Sarma stated that a firm based in Pakistan recruited Elizabeth Gogoi and subsequently “transferred her to India,” with her salary reportedly disbursed by Sheikh.
“According to the SIT findings, these payments from abroad were funneled through Indian bank accounts, potentially violating the Foreign Contribution (Regulation) Act (FCRA).
Essentially, the SIT claims, a unit called “LEAD India” was established in New Delhi as a channel for foreign funds, circumventing FCRA regulations,” CM Sarma conveyed.
The Chief Minister also accused Elizabeth Gogoi of leaking sensitive government information to her Pakistani counterpart.
The SIT findings allegedly indicated that she handed over an internal confidential Assam government document (containing classified material) to Sheikh during her tenure in Pakistan. If verified, this could constitute a violation of India’s Official Secrets Act.
The Assam government has emphasized the confidentiality surrounding this allegation and has refrained from disclosing the complete text of the SIT report.
In his address to reporters, CM Sarma questioned why Elizabeth Gogoi continued to behave as a foreign national while participating in Indian elections and whether she should have disclosed her connections to Pakistan to the relevant authorities. The Chief Minister asserted that these findings represent a matter of “national security” and not mere politics.
