Chandigarh, April 22 (NationPress) The apprehended Punjab-origin Harpreet Singh is linked to an alleged foreign terrorist group in the United States, who “we believe was engaged in planning several attacks on police stations in both India and the US,” stated Federal Bureau of Investigation (FBI) Director Kash Patel.

“@FBISacramento spearheaded the investigation in collaboration with our local partners and counterparts in India,” he posted on X on Tuesday (IST).

“Remarkable efforts from all involved, and justice will prevail. The FBI will persist in locating those who commit violence—regardless of their location,” Patel further stated.

The Punjab Police have confirmed that their initiatives led to the capture of Harpreet Singh, also known as Happy Passia, a pivotal operative of Pakistan’s ISI-supported Babbar Khalsa International (BKI) and a close ally of Pakistan-based terrorist Harvinder Rinda, in Sacramento, USA.

The Director General of Police (DGP) Gaurav Yadav characterized this as a significant achievement.

Shortly after the announcement of the arrest on April 18, he mentioned: “This day signifies a crucial milestone in the ongoing efforts against ISI-sponsored terror networks, with the revelation of Happy Passia’s detention by US authorities. This success stems from exemplary international collaboration and intelligence sharing between the United States and India.”

In a statement, Yadav indicated that the Punjab Police have consistently provided intelligence to Central agencies.

DGP Yadav noted that Happy Passia, originally from Passia village in Amritsar, initiated his criminal journey with gangster Jaggu Bhagwanpuria, along with his US-based associates Darman Kahlon and Amrit Bal. Subsequently, Happy Passia became a crucial associate of Pakistan-based terrorist Harvinder Rinda, operating under direct ISI guidance.

He stated that Passia was the chief organizer of ISI-supported terror modules in Punjab and played a vital role in orchestrating targeted killings, grenade assaults on police facilities, and extortion throughout the state between 2023 and 2025.

“Our investigation has uncovered Happy Passia’s direct involvement in a majority of the terror incidents that occurred in the state post-September 2024,” said the DGP, adding that Passia was masterminding these terror operations from the US, utilizing a network of vulnerable youth struggling with addiction, recruiting them to execute these acts in exchange for money and narcotics.

The Punjab Police have meticulously monitored all terror modules established by Happy Passia and successfully dismantled them, according to DGP Yadav, who added that a comprehensive dossier on Passia’s activities was shared with Central agencies and subsequently with US authorities, leading to his arrest. “The Punjab Police has already engaged Central agencies to commence the process for Passia’s extradition to India in accordance with the law,” he concluded.
