Gujarat Chief Minister Bhupendra Patel on 14 August 2026, the eve of India's 80th Independence Day, laid out an ambitious development roadmap for the state under the banner of 'Viksit Gujarat for Viksit Bharat', targeting transformative milestones in women's employment, technology, industrial growth, and social inclusion by 2047. The message frames Gujarat's trajectory around two pivotal anniversaries — the state's own 75th year of formation in 2035 and India's centenary of Independence.

Women's Employment and Economic Empowerment

Among the most concrete targets Patel announced was raising women's share in employment generation from the current 42 per cent to 75 per cent by 2047. He noted that more than five lakh women had already become Lakhpati Didis, achieving financial self-sufficiency and supporting their families. She-Startups and women-led cooperative groups have received dedicated encouragement and incentives under state programmes, he added.

Technology, Semiconductors and Industrial Policy

Technology and advanced manufacturing featured centrally in Patel's message. He highlighted that three semiconductor plants had become operational in Gujarat, positioning the state as a hub for self-reliance and creating downstream opportunities for MSMEs. The state has also rolled out a Data Centre Policy, an AI-related initiatives framework, and the Gujarat Global Capability Centre Policy — active for five years — to accelerate data, artificial intelligence, and digital transformation. The broader industrial base, he said, had been reinforced through the Industrial Policy 2026 and a Shipbuilding and Ship Repair Policy.

Farmers, Youth and Disadvantaged Communities

Patel identified four groups as the pillars of a developed Gujarat — low-income households, youth, farmers, and women — and said welfare programmes were being implemented with a 'saturation approach' to ensure no eligible beneficiary was left out. For farmers, he cited procurement at support prices, the Kisan Samman Nidhi, daytime electricity, irrigation access, and disaster relief packages. 'The government stands with the farmer at every step from seed to market,' he said. On youth, he pointed to the Student Startup and Innovation Policy and noted that young people were 'increasingly becoming job givers instead of job seekers.' He also welcomed the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, recently passed by Parliament, as a necessary step to protect students' futures through transparent technology use.

Social Development: Housing, Health and Tribal Welfare

On social infrastructure, Patel said 16 lakh families in Gujarat had received pucca houses under the Pradhan Mantri Awas Yojana. Under PMJAY, the state provides health coverage of up to ₹10 lakh, while senior citizens above 70 years are covered under Ayushman Bharat Vay Vandana. A school re-enrolment campaign has been launched to identify and bring back children who dropped out, complemented by the Mukhyamantri Paushtik Alpahar Yojana, which provides nutritious meals from Anganwadis through primary schools. For tribal communities, Patel referenced the Vanbandhu Kalyan Yojana and a tribal welfare package worth ₹2 lakh crore for Gujarat, announced in the context of Bhagwan Birsa Munda's 150th birth anniversary and Janjatiya Gaurav Diwas.

Heritage, Environment and the Road to 2047

Patel invoked the 75th anniversary of the reconstruction of the Somnath Temple as an example of Gujarat's 'Virasat Bhi, Vikas Bhi' — heritage alongside development — approach. On the environment, he called for green growth through Mission LiFE, the 'Ek Ped Maa Ke Naam' campaign, and 'Catch the Rain' initiatives, stressing that national pride and environmental stewardship must advance together. He urged citizens across Gujarat's villages, towns, and cities to participate in the Har Ghar Tiranga campaign, which began on 9 August, as a symbol of shared national purpose. Patel concluded with a call for collective resolve: 'Let us lead such initiatives in the national interest and move forward with the resolve of Viksit Gujarat for Viksit Bharat 2047.'
