Gujarat formalises job charts for Panchayat, Revenue Talatis to end role overlap
Synopsis
Key Takeaways
The Gujarat government has formally separated the duties of Panchayat Talati-cum-Mantris and Revenue Talatis, issuing detailed job charts to eliminate jurisdictional overlap between the two cadres and establish clear accountability for village-level services and administrative functions across the state.
Why the Separation Was Needed
Panchayat Minister Rushikesh Patel said the decision followed extensive deliberations on the roles and responsibilities of both cadres. 'The move is intended to improve citizen convenience and strengthen administrative transparency at the rural level,' he said. According to the government, around 90 to 100 major and minor functions are performed at the village level, covering nearly 290 citizen-oriented services — a volume that had long blurred the boundaries between the two posts.
What Panchayat Talati-cum-Mantris Will Handle
Under the job chart issued by the Panchayats, Rural Housing and Rural Development Department, the Panchayat Talati-cum-Mantri will serve as Secretary of the Gram Panchayat under the relevant Panchayat Acts and Rules. The role encompasses implementation of Central and State government schemes at the village level, including PM-KISAN, PM-Vishwakarma, e-Gram and e-Nirman Cards, Anganwadi services, primary education, rural sanitation, and water supply.
Additional responsibilities include certificate-related services, encroachment matters on village-site, gauchar and Panchayat land, protection of public property, village cleanliness, tree plantation, Gram Sabha proceedings, and the functioning of various village-level committees.
What Revenue Talatis Will Be Responsible For
The Revenue Department's job chart assigns Revenue Talatis a focused mandate over revenue administration and land-related matters. Their duties span work under various revenue laws and rules, evacuee property and Ashant Dhara matters, land records and surveys involving Central and State government land, and work connected with the PM-SVAMITVA scheme.
Revenue Talatis will also collect land revenue, recover outstanding dues, maintain land records and rights, handle encroachments and land acquisition, and manage changes in land revenue records. Agricultural responsibilities include conducting Crop Cutting Experiments, farmer registration, crop insurance-related work, and agricultural relief measures during natural calamities.
Coordination Between the Two Cadres
The government has provided for structured coordination wherever responsibilities intersect. Notably, both Panchayat Talati-cum-Mantris and Revenue Talatis will work jointly on agricultural relief packages during natural calamities. In special circumstances, Village Computer Entrepreneurs (VCEs) may also assist Revenue Talatis in rural-level work, based on specific orders from the Development Commissioner.
Broader Administrative Context
This move is part of Gujarat's broader push to strengthen village-level revenue administration. The defined job charts are intended to give both cadres greater clarity on their core functions and jurisdictions while retaining the coordination mechanisms that rural service delivery requires. With this restructuring, the state has drawn a sharper line between Panchayat administration on one hand and revenue and land functions on the other — a reform that directly affects how 290 citizen services are delivered across Gujarat's villages.
