Haryana Census 2027: 100% houselisting done in 8 districts, 97% blocks covered
Synopsis
Key Takeaways
Haryana has achieved significant momentum in the Census 2027 Houselisting and Housing Census (HLO) exercise, with houselisting operations commenced in more than 97 per cent of total houselisting blocks (HLBs) across the state as of 17 May 2025. Eight districts have already recorded 100 per cent commencement of houselisting activities, signalling a strong administrative push ahead of the nationwide enumeration deadline.
Key Developments in the Field
Districts including Yamunanagar, Kurukshetra, Kaithal, Karnal, Fatehabad, Hansi, Charkhi Dadri, and Faridabad have achieved full commencement of houselisting activities. Among these, Charkhi Dadri has emerged as the frontrunner with more than 32 per cent of total work already completed. Fatehabad, Hansi, Jind, and Mahendragarh have also recorded notable progress in field operations.
In urban areas, among Municipal Corporations, Panipat recorded the highest percentage of completed work, followed by Rohtak and Faridabad, reflecting steady execution in densely populated zones.
What the Government Said
Chief Secretary Anurag Rastogi on Sunday chaired a comprehensive review meeting via video conference with Divisional Commissioners, Deputy Commissioners, Municipal Commissioners, District Education Officers, and other senior officials to assess implementation pace and preparedness.
Rastogi directed all officers to accord top priority to the Census exercise and carry it out with 'full dedication, accountability and efficiency.' He underscored that the Census is a 'vital foundation for policy formulation, development planning, resource allocation and implementation of welfare schemes,' making its timely completion critical for governance. He also warned that any employee found neglecting census duties would face strict disciplinary action.
Director of Census Operations Dr Lalit Jain presented field-level data at the meeting, confirming the 97 per cent HLB commencement figure and highlighting leading districts.
Grassroots Mobilisation and Awareness
Financial Commissioner Sumita Misra stressed the importance of active cooperation from Municipal Committees, sarpanches, panches, and Resident Welfare Associations (RWAs) to ensure smooth completion at the grassroots level. She called for involving gram sabhas in the process and creating awareness through Information, Education and Communication (IEC) activities.
District administrations were also advised to suitably adjust the working hours of employees assigned census duties to ensure field operations are completed within the stipulated timeline.
Why This Matters
The Census 2027 is India's first full population enumeration since the 2011 Census, after the exercise was postponed multiple times due to the COVID-19 pandemic. The houselisting phase, which precedes the actual population count, establishes the geographic and structural framework for the entire enumeration. Delays at this stage have historically cascaded into the main count, making Haryana's early progress a positive signal. The data collected will directly inform welfare scheme targeting, constituency delimitation, and resource allocation for the coming decade.
What Comes Next
With the houselisting phase well underway, attention will shift to districts and urban local bodies that have yet to achieve full commencement. Officials have been directed to close those gaps within the stipulated timeline. The broader population enumeration phase is expected to follow the completion of the HLO exercise across all states.
