Chandigarh, Jan 6 (NationPress) Punjab’s Water Resources Minister Barinder Kumar Goyal criticized the Congress-led Himachal Pradesh government on Tuesday for imposing a spurious and unlawful financial burden of Rs 500 crore on the Bhakra Beas Management Board (BBMB). He described it as a blatant attack on federal principles and a direct conspiracy against the interests of the state.
Goyal asserted that this so-called “new cess” lacks any legal grounding and exemplifies the Congress party's typical overreach. He noted that the Himachal government had previously attempted to introduce a water cess, which faced legal challenges and was eventually retracted due to its illegitimacy.
“After the failure of their water cess initiative, the Congress government has concocted another questionable charge. There is no clarity on which law they are citing, where this tax originates, or under what authority they have unilaterally assessed the value of land, machinery, and infrastructure,” Goyal stated during a press briefing.
According to available details, even the Chief Minister of Himachal Pradesh had initially considered a four percent tax but subsequently reduced it to two percent, before arbitrarily announcing Rs 500 crore as their alleged ‘tax share’ from the BBMB.
Goyal condemned this action as entirely unconstitutional and illegal.
“Punjab has a significant stake in the BBMB, and this arbitrary decision directly undermines Punjab’s interests. We have formally communicated to the BBMB, asserting that this charge is unlawful and unacceptable. We will vigorously pursue this issue in front of the BBMB, in courts, and through all available channels,” he emphasized.
Attacking the Congress party, Goyal remarked that Punjab has historically faced injustice whenever Congress held power. “During Congress’s rule in Punjab and at the Centre, Punjab’s waters were exploited. Today, the same anti-Punjab mindset has resurfaced with the Himachal government. This is the true essence of Congress—against Punjab and against farmers,” he concluded.
