India and Japan on Tuesday, 29 September held high-level discussions in Tokyo on expanding bilateral cooperation in communications, digital technologies, and Artificial Intelligence (AI), as the two nations mark 75 years of diplomatic relations. The talks signal a deepening of the tech dimension of one of Asia's most consequential strategic partnerships.

Key Meeting in Tokyo

The discussions took place during a bilateral meeting between India's Ambassador to Japan, Nagma Mallick, and Hideo Fuseida, Director General for International Affairs at Japan's Ministry of Internal Affairs and Communications. The two sides exchanged views on the scope for further collaboration across communications infrastructure, digital governance, and AI development, according to a post shared by the Indian Embassy in Japan on X.

'Ambassador Mallick met with Mr. Hideo Fuseida, Director General for International Affairs of the Ministry of Internal Affairs and Communications, and exchanged views on the potential for further strengthening cooperation in the fields of communications, digital, and AI,' the Indian Embassy in Japan stated.

Cricket Diplomacy and the 75-Year Milestone

The Tokyo meeting follows a separate diplomatic engagement on 22 September, when Ambassador Mallick met Kazuhiro Fujii, Japan's Parliamentary Vice-Minister for Foreign Affairs, on the sidelines of the India-Japan International Friendship Cricket Match in Sano City, Tochigi Prefecture. During that meeting, both sides agreed to work together to further strengthen bilateral ties.

The Indian Embassy noted that Ambassador Mallick congratulated Vice-Minister Fujii on his appointment, and that both sides reaffirmed their commitment to deepening the relationship as part of the 75th anniversary of the establishment of India-Japan diplomatic relations.

On 20 September, Ambassador Mallick had described the cricket match as the inaugural event of the year-long anniversary celebrations. 'The cricket match on the 22nd will be the inaugural event for the 75-year celebration of diplomatic relations between India and Japan. That's what we're celebrating. It's the first event, and our two prime ministers agreed to that a couple of months ago,' she said.

Strategic Foundations of the Relationship

Diplomatic ties between India and Japan were formally established in 1952. The two countries have held a 'Special Strategic and Global Partnership' since 2014, underpinned by deep cultural, civilisational, and spiritual affinities.

This comes amid a broader intensification of the bilateral relationship. In July, Japanese Prime Minister Sanae Takaichi visited India for the 16th India-Japan Annual Summit, where she held bilateral talks with Prime Minister Narendra Modi. The two leaders discussed the full spectrum of ties — covering trade and investment, economic security, energy, emerging technologies, defence, and people-to-people exchanges — and witnessed the signing of key Memoranda of Understanding (MoUs) spanning economic security, clean energy, critical technologies, and research and development, according to the Ministry of External Affairs (MEA).

Why the AI and Digital Push Matters

The focus on AI and communications cooperation is notable given both countries' strategic priorities. India is scaling its digital public infrastructure and AI governance frameworks, while Japan has been deepening technology alliances with trusted partners amid global supply chain realignments. Notably, this engagement at the ministry-to-ambassador level suggests the two sides are laying groundwork for more formal agreements — potentially building on the MoUs already signed at the summit level. With the 75th anniversary calendar underway, further announcements in the tech and digital space are expected in the months ahead.
