New Delhi, Oct 14 (NationPress) The Department of Posts revealed on Tuesday that all types of international postal services to the United States of America (USA) will be reinstated starting October 15.
Previously, postal services from India to the USA were halted via an Office Memorandum dated August 22, 2025, following Executive Order 14324 from the U.S. Administration, which ceased the "de minimis" treatment for all postal shipments.
The halt was due to new regulatory requirements set by the US Customs and Border Protection (CBP) for the collection and remittance of import duties, as stated by officials.
After thorough system enhancements, coordination with CBP-approved Qualified Parties, and successful operational tests in the Delhi and Maharashtra Circles, India Post has implemented a compliant mechanism for Delivery Duty Paid (DDP) processing.
With this new framework, all relevant customs duties on shipments to the USA will be collected upfront in India during the booking process and remitted directly to CBP via approved Qualified Parties.
This guarantees full compliance with regulations, quicker customs clearance, and uninterrupted delivery to recipients in the USA without any extra duties or delays, according to the statement.
As per CBP regulations, customs duty on postal shipments from India to the USA is set at a flat rate of 50 percent of the declared FOB value, under the International Emergency Economic Powers Act (IEEPA) tariff, considering India as the country of origin.
In contrast to courier or commercial shipments, no additional base or product-specific duties apply to postal items. This advantageous duty structure significantly reduces the overall cost burden for exporters, making the postal method a more economical and competitive logistics option for MSMEs, artisans, small traders, and e-commerce exporters, the statement clarified.
Importantly, the Department of Posts will not impose any extra charges on customers for facilitating DDP and Qualified Party services. The postal tariffs will remain stable, ensuring that exporters continue to enjoy affordable international delivery rates while adhering to the updated U.S. import regulations. This initiative aims to maintain affordability, support MSMEs, and enhance India’s exports via the postal route.
Customers can now book all types of international mail—EMS, Air Parcels, Registered Letters/Packets, and Tracked Packets—for delivery to the USA from any Post Office, International Business Centre (IBC), or Dak Ghar Niryat Kendra (DNK), or through the Self-Service Portal at www.indiapost.gov.in.
The Delivery Duty Paid (DDP) system streamlines the business process and ensures transparency in duty collection. Senders can now prepay all applicable duties in India, securing predictable total shipping costs and smoother delivery experiences for recipients abroad, the statement emphasized.
The Department of Posts remains dedicated to facilitating hassle-free international exports and backing India’s key initiatives such as Make in India, One District One Product (ODOP), and Dak Ghar NiryatKendras (DNKs) by offering affordable, reliable, and globally compliant logistics connectivity. Heads of Circles have been instructed to organize awareness and outreach programs for exporters, small businesses, and entrepreneurs to encourage exports through the postal export channel.
This relaunch signifies a significant step in enhancing India’s international postal and export logistics framework and illustrates India Post’s growing contribution to supporting the Government’s vision of inclusive, export-driven economic growth.
